Health and Safety - British armed forces training

The request was successful.

Dear Health and Safety Executive,

I am writing to request the following information;

Do the British armed forces have any level of exemption from Health and Safety legislation with regard to training? I'm thinking of those personnel undergoing selection for our special forces. The 'Ministry of Defence (MoD) and the armed forces' section of your website states,

"The Health and Safety at Work etc Act 1974 (HSW Act) applies to MOD, its agencies and the armed forces within Great Britain. The Secretary of State for Defence can claim exemption on behalf of the armed forces from some requirements in the interests of national security, though in practice this is rarely exercised."

There have been deaths during these selection procedures and I know the HSE has been involved in investigations into those - so obviously H&S legislation applies to an extent. But given the highly specialised role those personnel are training for and the conditions that they're training to face, is H&S 'suspended' at least some extent?

I do appreciate there may be details that you can't give.
