Thank you for your request for information, which was received on 11 July 2016.

You asked for the following information :

I can confirm that the Department holds some of the information in scope of your request.

The Headteacher Board (HTB) members are non-executive; the members’ role is to provide advice, scrutiny and challenge to the Regional Schools Commissioners’ (RSCs) decision making. Decisions are ultimately for the RSCs to take, but they should be informed by the views of their HTB, the members of which should contribute their local and professional expertise. In addition to attending the Boards on a regular basis, the Terms of Reference states that “as regional experts and champions of local academies, HTB members may also be asked to travel and attend events and visits throughout their region, as appropriate”.
There are eight Headteacher Boards (one per region). Each HTB is composed of six to eight members who have been elected, appointed or co-opted.
The overall cost of establishing the Headteacher Boards was approx. £17,000, which covered the costs of publicising and running the elections to the HTBs.

In addition, an HTB member’s employer (e.g. academy chain or trust), is remunerated at a rate of £500 per day (£250 per half day), which will assist the organisation in releasing employees to fulfil HTB business and recompense HTB members for their travel.

We do not hold information on expenses and fees claimed by HTB members as the payment is designed to recompense the employer for loss of staff time i.e. for backfill purposes. Where a HTB member is self-employed (e.g. ex-headteachers) they will be paid directly via an appropriate method. The rate is inclusive of expenses and travel within the region.

However, you might be interested to see the table below, while this is not fees or expenses claimed, it does provide the regional breakdown of reimbursement payments made to HTB members’ employer from October 2014 to the end of June 2016.
The disparity in the HTB costs for each region is due to their varying length of time members have served on boards and number of meetings attended. The variations also reflect additional work members do outside of the normal meetings such as free schools interviews and visits to schools, academies and trusts.
