I am writing to request an internal review of Isle of Wight Council's handling of my FOI request 'Head teacher's well being survey'.I would like this review because I have not received the documentation that I requested.

[ I requested a copy of the Headteachers Survey (2009/10) not a summary of the survey. I would like a full copy forwarded to me. Under the law I am entitled to this document. If I do not receive a copy of the full report then I will escalate this request until it is placed into the hands of the local MP and then finally a complaint via a legal representative. Please respond to this e mail and provide me with a date when I could reasonably expect to receive this documentation]

Thank you for your recent email relating to your above referenced request for information.

The Council considers any notification of dissatisfaction with respect to replies given to requests for information, under the Freedom of Information Act, as a request for an internal review.

In accordance with the Council’s Access to Information Policy, and in line with the Code of Practice under Section 45 of the Freedom of Information Act 2000, the Council will undertake an independent internal review of your request.

The Council will endeavour to complete the review and send a full reply within 20 working days, therefore I will be in contact with you by the 14 December 2011.

I refer to your email received on 16 November 2011 in which you indicated your dissatisfaction with the response given to your above referenced request for information. In accordance with council policy, a review has been carried out and we are now able to respond as follows.

You originally requested copies of “the last Wellbeing survey undertaken for Head Teachers on the Isle of Wight. I would also like any documentation in respect of follow up from the issues that arose from this survey, and any actions undertaken to address these”. In your appeal you subsequently just asked for “a copy of the Head teachers Survey (2009/10) not a summary of the survey”.

The initial response confirmed that a summary of the survey was held by the Isle of Wight Council , and was provided to you; however officers were unable to locate a copy of the survey. As part of the review I have carried out further searches to try and locate the information; which included searching through an ex employees electronic archive. I was able to locate the attached presentation which we feel is relevant to your request, unfortunately we are unable to locate a copy of the survey. The survey was commissioned through Worklife Support, an external body, and it seems that the council did not receive a copy of the completed survey. Neither does it hold a copy of the blank survey.

The presentation appears to include the majority if not all of the questions covered in the survey, but please note we are unsure of the accuracy of the presentation and neither are we sure if the presentation was ever used to feedback to the Headteachers. Therefore we cannot confirm that the details shown in the presentation are an absolute replica of the survey.

I confirm that thorough searches have been undertaken, including of archived files, and no further information has been found that relates to this survey.
