On September 13th, 2016 Hertfordshire County Presented at the St Albans City and District Planning Policy Committee Agenda Item 9 (http://stalbans.moderngov.co.uk/document...). In the presentation HCC showed the Demand for Places data from the ONS Estimated Primary Pupil Numbers (Page 6) and the Secondary education demography (Page 18). HCC creates its own Forecasting (https://www.hertfordshire.gov.uk/service...) for which the spreadsheets are available for download under the `How we decide how many school places we need` section, the current version is the 2016/17 Summer Forecast. The Current version of the Secondary Forecast is up until 2026/27 whereas the one in the presentation to St Albans City and District Council is up until 2022, four years shorter than the one presented to the Council.

Thank you for your communication. At this stage, the response has been delayed in providing information, the Internal review is my preferred approach. The initial request for an internal review (2nd November) also went a week without a response and was reacted to only after a reminder (8th November).

So far, no reason has been provided as for the delay, given that the information has already been presented to another planning authority and apparently it is not based on forecasted data. It is important that this data is clarified and its source and content be determined. At this stage, with no future timeline provided and the use of unusual terminology (correct answer), this should really be investigated by either the HCC Internal Review team and/or the relevant Regulator(s).

Thank you for sending the Internal review.

A point of note, there is still some information missing from the request. The Census Data provided was for years 2012 through 2017 (with the 2017 data not being able to be a factor in September 2016, when HCC presented to SADC's PPC). As stated in the earlier responses from Information Governance, this wasn't based upon HCC's Schools Planning Forecasting system. So, the graph provided on page 18 had projected data for 2017 to 2022 which the source for hasn't been provided.

Can you provide this information?

On  17^th December 2017 Hertfordshire County Council received the
following question from you, as part of the internal review conducted by
Judith Gower:

Your request for information has been considered under the Environmental
Information Regulations 2004. I can confirm that Hertfordshire County
Council does hold the information you have requested and can respond as
follows:

 

There is a difference between the year the data was collected/recorded,
and the ‘year of entry to secondary school’ which it was used to inform. 

 

The 2016 census figures were used to populate the graph from ‘year of
entry’ 2016 through to 2022; it is the same data but presented in a
different way, and one considered more relevant to its application for the
presentation. 

 

As an example, the cohort attending Year 3 as at the Spring 2016 census
would be the cohort due to transfer to secondary school in September
2019.  The Year 2 cohort would transfer to secondary school in September
2020 and so on.

 

Therefore the data used for years 2017 through 2022 in the graph on page
18  has already been provided to you.

If you are unhappy with the way the County Council has handled your
