Hate Crime Commissioning 2013

After speaking to a Crime Manger of SAFER BRISTOL, I am intrigued to know the following information:
1. Why did you change the hate crime commissioning process from commissioning to competitive grant process?
2. When did you make this decision?
3. Apart from Gillian Douglas, Director of SAFER BRISTOL who else made this decision? Please supply the names and job title.
4. Did Gillian Douglas disclose her interest and/or previous personal dealings with SARI who won the contract before making decisions on the commissioning/grant process? If this had not been done, please explain why?
5. Please give me a list of emails between Gillian Douglas and Alex Raikes SARI between 1-1-13 and 30-6-13 on the commissioning hate crime srvices.

Dear S Howard,
Thank you for your request. I have provided answers to your questions
below. In addition, I have attached a report that was presented to the
Strategic Partnership Against Hate Crime (Safer Bristol’s governing group
for all hate crime matters) on 3^rd June 2013. This report provides a
detailed chronology of the commissioning of hate crime community support
services. I have also attached excerpts of relevant actions / notes from
Safer Bristol’s Hate Crime Joint Commissioning Group. This group was
chaired by Peter Anderson, Safer Bristol. Membership includes
representatives from: Safer Bristol – Crime Reduction, Police – Public
Protection, City Council – Housing, Equalities and Children and Young
People’s Service, Supporting People, Community Investment Grant and
VOSCUR. Gillian Douglas was not a member of this group.
In addition, I have attached a document that highlights reference to the
Competitive Grants process contained within the Commissioning Strategy
(July 2012), as well as detailing the rationale to follow a competitive
grants process.

December 2013. For your reference your requests are below in bold,
Is is possible for you to provide me with a list of Day Nurseries
operating between 8am and 6pm for children aged 0-5 years. I would only
like to know about newly formed (not re-registered) nurseries. IE. Those
that have been newly set up. The time period I am interested in is 1997 -
current date. Also to add, could you only include those open for at last
48 weeks a year?
