Dear Department for Environment, Food and Rural Affairs,

The draft byelaws for our Local Nature Reserves in Hastings were subject to public
consultation from December 2014 until the end of February 2015. HBC received 8
responses which were points of clarification. There were no objections.

Following consultation Hastings Borough Council (HBC) sent the draft byelaws to Natural
England in 2015 for comment and then to the Secretary of State for Environment Food and
Rural Affairs.

HBC state that it has taken until this year to obtain provisional approval from DEFRA. The delayhas been due to significant numbers of staff changes in both Natural England and
DEFRA, with each change in staff compounding the delay with further comments
and queries.

HBC , through the Chief Legal Officer, lodged an official complaint in 2019 to
DEFRA over the unacceptable delay

I request under EIR the following:

1. A copy of the draft byelaws and all supporting documentation sent to DEFRA by HBC.

2. Copies of all correspondence between DEFRA and HBC concerning the byelaws.

3. Copies of all documents produced by DEFRA including provisional approval documents and comments concerning the byelaws.

4. Copies of all correspondence concerning the delays and provisional approval.

5. Copies of the complaint lodged by HBC and all associated correspondence.
