Thank you for your enquiry which has been referred to officers within the
service to collate a response.

 

Unfortunately it has been determined that the information you have
requested forms part of our Active Travel Fund tranche 2 (ATF2) schemes
which were developed, and the funding application submitted, during the
Covid-19 pandemic. This represents several years worth of correspondence
that needs to be reviewed, to ascertain if it is in relation to the ATF2
schemes in general, or specific for this particular aspect of the scheme.
We would also need to manually review and redact each item of
correspondence to remove unrelated data together with all third party
information.

 

It is believed that this task would require an unreasonable amount of
resource to undertake and would exceed the maximum timescale of 18.5
hours. Your request is therefore refused under Section 12(1) of the
Freedom of Information Act 2000 which states that an Authority is not
obliged to comply with a request for information where it estimates to do
so would exceed the appropriate limit specified in the legislation.

 

You have the right under Section 17 of the Freedom of Information Act 2000
to ask for an internal review of this decision. Please direct any request

As you may be aware, Section 16 of the FOI Code of Practice (https://www.gov.uk/government/publicatio...) advises that bodies should 'provide advice and assistance, so far as it would be reasonable to expect the authority to do so' and ICO guidance (https://ico.org.uk/media/for-organisatio...) interprets this as a suggestion that the authority should provide suggestions of this nature.
