Harbour Fee increases in Ceredigion
Dear Ceredigion County Council,
Please provide the following written information:
1. A breakdown of the leisure and commercial mooring fees by meter and the separate administration charge in Ceredigion harbours from 2012 to date to be divided into each financial year.
2. A breakdown of the harbour fees received from leisure and commercial boats in New Quay from 2012 to date to be divided into each financial year.
3. Provide a full account of how the commercial and leisure mooring fees are calculated and why the harbour fees have increased by such a significant amount since 2018.
4. Detail the applicable legislation which applies to raising harbour fees and the way in which the revenue from the moorings can be legitimately spent. e.g. does the revenue raised go into a central fund to cover general council expenditure or does it need to be applied specifically to support the harbour and those that use it.
5. Provide a breakdown of council expenditure on New Quay harbour since 2018 to include maintenance and any improvements.
6. Provide a copy of the inspection report(s) of the council owned mooring chains in New Quay harbour since 2012. (There was an inspection of the chains carried out in the week beginning the 20th March 2023)

I was due a response to my FOI request by the 26th April. I haven’t received any communication about the reason for the delay and failure to comply with legal timescales. Can you please let me know when I am likely to receive the information I have requested.
I don’t want to have to request an internal review and create more work for the department but I am astonished by the department’s treatment of my request for information.

3. Provide a full account of how the commercial and leisure mooring fees
are calculated and why the harbour fees have increased by such a
significant amount since 2018.
The proposals for all fees and charges are subject to the political
scrutiny and approvals process with a view of delivering, overall, a
balanced budget. The principles underpinning the Income Management and
Service Cost Recovery Policy apply.
4. Detail the applicable legislation which applies to raising harbour
fees and the way in which the revenue from the moorings can be
legitimately spent. e.g. does the revenue raised go into a central
fund to cover general council expenditure or does it need to be
applied specifically to support the harbour and those that use it.
This does not constitute a request for recorded information held by
Ceredigion County Council under the Freedom of Information Act 2000
(FOIA). The Council is only required to provide recorded information held
by it and not to list, advise or interpret legislation for third parties.
Legislation is publicly accessible online. Harbour Accounts show that
the money is applied to the Harbours and the council funds a deficit each
year funded through local taxation/levy.
5. Provide a breakdown of council expenditure on New Quay harbour since
2018 to include maintenance and any improvements.
Please see ‘5. New Quay Harbour I&E Breakdown.xlsx’ attached (note:
2022/23 is not yet available as the year is in closedown).
6. Provide a copy of the inspection report(s) of the council owned
mooring chains in New Quay harbour since 2012. (There was an
inspection of the chains carried out in the week beginning the 20th
March 2023).
There are no inspection reports of the type referred.
