When Cabinet approved designation for further selective licensing schemes in April 2014 for Hanley and Fenton the following facts were shown ;

Scheme Total Properties Incl Privately Rented % Privately Rented Empty

Hanley 797 394 49% 66+35(£1)

Fenton 907 454 50% 64

When the Business Case for further licensing schemes was released in January 2018 it showed the following data as at 27th September 2017;

Hanley 549 413 75.2% 51

Fenton 910 463 50.9% 65

Appendix 53 Not forwarded to Cabinet but presented to the Secretary of State shows as at February 2019 ;

Hanley 397 (351 licensed -88%)

Fenton 472 (437 licensed-93%) - 1 landlord alone
owning 37 unlicensed properties has been declared?

As can be seen from the above the amount of privately rented property since designation some 5 years ago only appears to have risen by 3+18 properties respectively ,
Can you please confirm (1) that this to be reasonably accurate estimate of the current quantity of privately rented property in these areas?

Additionally the volume of sales shown to have taken place around the time of designation is;
Hanley - 135 Dwellings
Fenton - 192 Dwellings
Can you confirm (2) how many sales within the designation period to date have been from landlord to landlord and the value of revenue raised as a result of change of licence holder?

(3) Does the volume of sales not appear to indicate that either the private rented sector has grown far more considerably than shown during designation as per national trends or that owner occupiers are equally as transient as tenants within these areas?

It has been drawn to our attention that 8 information requests have been
received from you in the last 6 months in relation to housing and the
potential selective licensing scheme. We have received a total of 18
requests around housing and selective licensing in the last 12 months.

 

It should be noted that any request made to the Council is covered by
either the Freedom of Information Act 2000 or the Environmental
Information Regulations 2004 regardless of any reference to the
legislation in the request. The objective of the legislation is to make
available information held by a public authority and is not intended to
inhibit the workings of a public authority. The volume of your requests
for similar information has regretfully led the Council to issue the
following notice.

 

This is in accordance with the provisions of Section14(1) of the Freedom
of Information Act 2000. Section 14(1) does not oblige a public authority
to comply with a request for information if the request is vexatious.

Some of your requests are covered by the Environmental Information
Regulations 2004 and are regarded as voluminous and a diversion of the
resources of the City Council and therefore it is manifestly unreasonable
to process the requests, in accordance with regulation 12(4)(b) of the
Environmental information Regulations 2004

All of your requests, including your most recent ones, are asking for
information surrounding the selective licensing scheme and housing. These
requests on a small team are burdensome and a heavy strain on valuable
public resources.
