Handling of the Norovirus Outbreak (2019)

Dawid Giertuga made this Freedom of Information request to Department of Education (Northern Ireland)

This request has been closed to new correspondence. Contact us if you think it should be reopened.

The request was partially successful.

Dear Department of Education (Northern Ireland),

Throughout various dates during December 2019, several areas in Northern Ireland were affected by outbreaks of Norovirus; this epidemic particularly affected schools, especially in the North Down area.

Many schools closed as a result of this after large numbers of their pupils could not attend school due to the virus, however, I am unaware of any efforts by the Department of Education to contain the spread of the virus (for example by preemptively advising affected schools to close).

Therefore, pursuant to the Freedom of Information Act 2000, I hereby request the following information from the Department:
(1) Copies of all correspondence between the Department of Education and schools regarding the virus;
(2) Copies of all correspondence within the Department of Education regarding the virus;
(3) The Department's policy on closing schools or advising schools to close as a result of illnesses or other risks to pupil/staff wellbeing;
(4) Copies of the advice given to schools, if any there be, on handling Norovirus and similar health risks;
(5) Applicable legislation pertaining to school closures for health reasons;
(6) A list of schools forced to close as a result of Norovirus;
(7) Approximate number of pupils and staff who took days off school because of Norovirus;
(8) Cost of deep-cleaning schools buildings;
(9) How the Department plans to handle health risks such as Norovirus in the future;
(10) And Any other measures taken by the Department to mitigate the spread of Norovirus.

Please be advised that your responses will immediately be made available online and may be used to scrutinise the Department's handling of the situation.

If you cannot answer any of these questions, please answer those questions that you are able to. Furthermore, if any of the requested information is held by other authorities, please notify me as to what those authorities are so that I can file separate requests with them.

Yours faithfully,

Dawid Giertuga

Dear Department of Education (Northern Ireland),

Thank you for your timely processing of my request. I am satisfied with the overall response, however, I noticed that the attachment supposedly included with Annex B of your response is broken/missing.
Could you please provide the attachment "FOI response DE 2020-0011 - emails.pdf" as a separate attachment with your response, as the one in your original response is inaccessible?

Yours faithfully,

Dawid Giertuga
