Hand-held TV detectors

A Willmore made this Freedom of Information request to British Broadcasting Corporation

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was partially successful.

Dear British Broadcasting Corporation,

During July and August 2007 a well-orchestrated publicity campaign was run by the BBC/Capita/TV Licensing informing the British public of the perils of not owning a TV Licence when one was required. The campaign involved online media and national and local newspapers, and several photographs were published showing the same alleged TV Licence Enforcement Officer holding a green "TV detector" while wearing headphones, and often with a TV Licensing van in shot to reinforce the message.

Many of the news pages showing these photos remain accessible on-line, viz:

Daily Mail:

Birmingham Mail:

Under the transparency afforded to me by the Freedom of Information Act, I would like to request the following information:

- Whether the gentleman shown holding the green detector in the photographs was a genuine TV Licence Enforcement Officer (or whatever they are called) employed by BBC/Capita/TV Licensing at that time.

- If he was not a TV Licence Enforcement Officer, details of his employer and his role within that organisation at that time.

- The number of different photographs taken on this shoot and submitted to BBC/Capita/TV Licensing for their use.

- Details of the photographer(s) employed for this work.

- The location at which the photographs were taken.

- The number of green hand-held detectors (as shown in the photographs) purchased by BBC/Capita/TV Licensing between 1st January 2007 and 30th June 2013.

- The number of green hand-held detectors (as shown in the photographs) that were still in use as at 30th June 2013.

- The exact purpose of the press button on which the operator has his thumb as clearly seen in the Birmingham Mail photo (http://i3.birminghammail.co.uk/incoming/....

- The manufacturer of said green hand-held detectors.

- The registration number of the TV Licensing van used in the photo shoot.

- Confirmation, or otherwise, that this van is still used for detection work by TV Licensing.

Yours faithfully,

Mr A Willmore

The hand held device is manufactured by the bbc?

I wonder where the bbc's manufacturing arm is and where their financial reports are?

Ooooh, like it!
