Halewood village road works

I would appreciate you informing me of the reasoning behind the decision to implement the recent traffic control measures on Church Road in Halewood - both the speed bumps and the pedestrian crossing by Saint Nicholas`s church. What is the reason for the installation of these speed bumps, which cause damage to vehicles as they pass over them, and what is the reasoning behind the installation of the zebra crossing.

What risk assessment was made regarding the unusual lighting at the pedestrian crossing. The poles seem to contain a number of bright lights and I have found that on approach they can dazzle me, making it less likely that I would see and react appropriately to anyone attempting to cross the road here.

Can you please furnish me with statistics and information about the accidents that have taken place in this area - both the number and nature of the incident.

We have looked into your request for information about Halewood Village
Road Works, and our response is shown below.

The reasons and specification of the traffic management measures
implemented on Church Road, Halewood, are set out below:-

The section of Church Road between Hollies Road and Okell Drive forms a
popular pedestrian route for residents accessing local amenities such as
shops, pubs, schools, play facilities and bus routes. It also provides
one of the main vehicle routes through Halewood Village. The combination
of these two factors creates a conflict between pedestrian and vehicular
traffic.

This conflict has resulted in 7 accidents over a 5-year period (01/01/2006
- 31/12/2010) with speed and/or loss of control identified as a
contributory factor in five of the seven accidents. These accidents have
resulted in 16 slight casualties, involving personal injury (including 1
pedal cyclist and 2 pedestrians).

Accordingly, the proposed scheme introduces a raised table zebra crossing
facility on Church Road, adjacent to the pedestrian entrance to Hilton
Grace playing fields. This will also be accompanied by the introduction
of speed cushions along Church Road (between Hollies Road and Okell Drive)
in order to restrain vehicle speeds at and on the approaches to the
proposed crossing facility. All of these measures are designed to
heighten road safety

This particular type of pedestrian crossing facility has been selected
having regard to the prevailing pedestrian and vehicle flows and also
related national guidance. With regard to the illuminated crossing posts
that have been utilised, it is confirmed that the units comply with the
illumination requirements of BS8442 (Section 13).
