Hackney and Private Hire Fee's
Dear Newport City Council,
Could you kindly supply the pre and post costs of the fee's that are charged for both a Hackney Carriage and Private Hire Vehicle License?
The pre costs would be the administration of the application and supply of the license and plate.
Please separate any extra charge to the Hackney plate towards the Hackney Ranks installation, maintenance and/or upkeep as per s70 (1)(b) of the Local Government (Miscellaneous Provisions) Act 1976
The Post costs would be the administration and enforcement of the licenses for that year.
Could you include these figures for the past 10 increases on those specific licenses please and what dates these increases were agreed to by the associated committee.

I can confirm that we hold information that falls within the scope of your

Could you kindly supply the pre and post costs of the fee's that are

I am writing to request an internal review of Newport City Council's handling of my FOI request 'Hackney and Private Hire Fee's'.
Part of my request was the breakdown of the fee's charged and I was directed to a web page that gives the total cost of these fee's.
To be clear, I requested the breakdown of the fee's payable and not the total, this was clearly stated within my original FOI.
Therefore the response that I received does not answer the FOI request.

Dear NCC - Information Management,
The fee for a Hackney or Private Hire Vehicle is split into two parts which are Pre and Post costs.
The Pre Cost is the price charged for the administration of dealing with the application and production of the license and plate.
The Post costs are the cost of administration and enforcement of the licensed vehicles.
A Hackney License may also include the cost of maintenance, repair and installation of Hackney Ranks.

I have spoken to the Licensing Team, and we are still unsure as to what you mean regarding pre and post costs.

I am writing to request an internal review of Swansea Council's handling of my FOI request 'Hackney Carriage & Private Hire License Fee's'.
The response that I have received does not answer the question that was asked.
The information that I have asked for can be found in the judgement of R (REHMAN/WAKEFIELD & PH ASSOCIATION) and WAKEFIELD COUNCIL 2018 where each license fee is broken down into two parts and each of these fee's would also be held in a separate account with balances of these accounts made available when asked for.
By not knowing how these fee's are broken down between application cost, issue cost and enforcement cost then how could the department legally know what money has been spent where?
It is this breakdown that I wish for the costings of, and also the accounts for the past 5 years to show that the department have kept accounts as decided by the courts.
A fixed fee is simply not acceptable for the answer given.
