Thank you for your email of 3rd February asking for information under the Freedom of
Information Act (FOIA) 2000. You asked:
FOI2020/00616 - “Ful list of any projects undertaken or bid for on research/TAA/Strategic
communication projects by Behavioural Dynamics and Harrington Oakes between 1993 and
1999 - including project description, dates, and how much any specific contract was funded
for.”
FOI2020/00617 – “Ful list of any projects undertaken or bid for on research/TAA/Strategic
communication projects by Behavioural Dynamics, Universal Live Communications and
Harrington Oakes, between beginning of 1989 - end of 1991 including project description,
dates, and how much any specific contract was funded.”
FOI2020/00619 – “Ful list of any projects undertaken or bid for on research/TAA/Strategic
communication projects by the companies Retail Dynamics and Universal Live
Communications between 1993 and 2005 - including project description, dates, and how
much any specific contract was funded for.”

I can confirm that the FCO may hold information relevant to your request.
As all of your requests relate to same or similar information we are aggregating them for the
purposes of Regulation 5 of the Limits and Fees Regulations 2004 and Section 12 of the
Freedom of Information Act (FOIA) 2000.
Section 12 of the Freedom of Information act makes provision for public authorities to refuse
requests for information where the cost of dealing with them would exceed the appropriate
limit. The limit has been specified in the Freedom of Information and Data Protection
(Appropriate Limit and Fees) Regulations 2004. For central government the appropriate limit
is set at £600. This represents the estimated cost of one or more persons spending 3 ½
working days in determining whether the Department holds the information, and locating,
retrieving and extracting it.
We recently processed a similar request (reference FOI2020/00111). If you wish your further
requests to be considered, you will need to resubmit these, allowing a period of 60 working
days between each request, and being sure to frame your requests clearly and narrowly to
ensure they fit within the £600 limit. We provided guidance on how to do this in our last
response. We will then consider each one in turn against the exemptions under the FOI Act.
Please note that any new request will be given a separate reference number and we will
then consider whether we can provide the information requested within the appropriate cost
limit. This would of course be subject to the consideration of whether any of the other
exemptions under the FOI Act apply.
