Gulf War 1990/91 vaccination programme failure

Dear Ministry of Defence,

The Gulf War 1990/91 and the experimental vaccination program subjected to troops including we are told Anthrax, plague, botulinum,pertusis amongst others and also boosters, within a few weeks if not days/ simultaneously.

1, Can MOD confirm either way if they have carried out the same experimental multiple vaccination programme on its troops anywhere prior to the 90/91 Gulf War?

2, Can MOD confirm either way if it has carried out the same experimental multiple vaccination programme on its troops in nearly 30 years any where since GW 90/91?

Firstly please DO NOT send data or links to the data in reference to the countermeasures and what was given and MOD reasoning. I/We already have that information. Just the data on any other similar experiments on troops, if any is held prior and post GW 90/91.

The reason i ask is that DOH warned MOD not combine just 2 of the vaccines ( the Anthrax developed specifically for the Gulf and the so called Pertusis?)in a Fax from Jeremy Metters stamped received 31st Dec 1990 (even though it was sent by fax on the 21st Dec 1990.

Prior to the GW 90/91 it was documented that if the experimental option was taken (which it was) human data could be collected.

The following year 1992, DOH issued Green book guidelines surrounding vaccines, warning that 5 or more vaccines should not be administered within 3 weeks.

My final simple question which may have to be redirected to DOH, is...

3, The decision to enter no more than 5 vaccines into the Green book.
Was this from lessons learned from the Gulf War 90/91? If not which human experimentation led them to enter this I to the Green Book 1992.

Again thankyou for your reply and confirmation that there is no data suggesting experimental vaccines/ vaccine research (MOD interpretation) pre Gulf War 90/91 or post Gulf War 90/91
We have now had time to digest and cross reference data from links provided and data that past governments/MOD have voluntary/involuntary (Declassifieds)placed into the public domain!

During the Gulf War we've been able to see , that there was a research setting in reference to vaccines, it was also commented on a DOH De -Classified Document, that if the option of combining the Anthrax vaccine with Pertusis ( Whooping Cough) Or an unlicensed adjuvant if available would "Create a unique opportunity to collect the human data".

Please provide the data or links to the data recorded from this research during the Gulf War 90/91. If the data is unavailable or lost, please provide the data that explains the reasons why it can't be viewed.

In reference to unable to find evidence that supported MOD commisioning human research Anthrax (which we've already established was unique to the Gulf War 90/91) along with pertusis vaccine (Only licensed for singular use)

Option 2 was clearly the option chosen from the document (also, there has been no denial in the past 29 years from MOD , that they opted for option 2).

In MOD's words, research was limited to animals! (Also Evidenced - Metters letters) I'll remind that initial MOD admins covered this up prior to the Declassifying of Documents!!!!!!!! and probably up to 10 years ago! Current admins have been working unaware from false/incorrect/corrupt information!!!

To carry out combining just these 2 vaccines was experimental that had only been tested on animals (with catastrophic results, (Metters Fax)! This is not taking into account, the numerous other vaccines and drugs subjected to troops
on top!

If MOD are saying that there was not even an attempt to collect human data??? It is in fact far worse than even we had first thought! Basically option 2 without the monitoring?It is one thing subjecting troops to an experiment without their knowledge, then do not even attempt to collect information surrounding the experiment and then COVER UP documents until pressured/forced to release them! Beggars belief!

By not collecting data surrounding this experiment, adds an additional layer of negligence/corruption on top of the negligence/corruption at the time! With 'Duty of Care' surrounding vaccines effectively thrown out of the window ! We have reports from veterans that they were ordered to destroy medical documententation? I'll assume their is no data for this either?

I would like to remind, that we do not hold current MOD Admin/Staff or the New government responsible for any of these wrong doings or previous Cover Ups!

The last thing veterans wish to do is current administrations carry the can for the past appalling treatment of our troops!

Q1 What was the reason no medical documentation was returned to the Uk? In reference to vaccinations?
What were the MOD Orders at the time in reference to returning documentation surrounding vaccines .Please treat as new foi if you think up to 20 days will be required to reply.

We have read the links you have enclosed many times before, please allow me to clarify the question ! What were MOD's (Whitehall) Orders at the time in reference to documentation surrounding the immunisation programme? To document it or to not document it? Remembering option 2 displays the opportunity to collect ' human data'.

Dropping experimental vaccines/combinations on our troops is bad enough, to then NOT to collect any 'data' is clear negligence of 'Duty of Care'

I repeat the question -

What were MOD (Whitehalls) instructions? The link just explains the shambles that went, we know what went on, we were there!

Before the shambles started, what were the instructions?

If there were NO instructions given in reference to recording data, then please just say there is 'No Data in reference to prior instructions from MOD (Whitehall)'

As this then clearly explains why it became a shambles.

So to put simply. What were Whitehalls instructions surrounding the collection experimental vaccines data? What should have happened?

A, To collect it?

B, To not collect it?

C, No instructions given . No Duty of Care?

I am writing to request an internal review of Ministry of Defence's handling of my FOI request 'Gulf War 1990/91 vaccination programme failure'.

In the 1st instance we have replied to yourself clarifying the question. We know MOD have the answers to these questions, we would like those answers openly, transparently as required by LAW. May we suggest looking into the documents MOD have recently extended the classification on , some of them up to 75 years. We are not interested in the names that a responsible for the corruption but we are interested in the corruption. Is today's MOD corrupt too? Or are they choosing to work with Veterans openly and transparently?

I requested the information surrounding the 'ORDERS' given from Whitehall surrounding the medical documentation. I have asked twice and I am given the same links where it basically states the organisation surrounding the documentation of vaccines was at best a shambles. We know this. This will have been due to either -

No instructions given at all from Whitehall for the recording of vaccine data.

Or poor instructions given from Whitehall I reference to collection of troop vaccine data .
