Guidance to headteachers on arranging election for parent governors

Dear Stockport Metropolitan Borough Council,

I refer to Schedule One, ‘Election and Appointment of Parent Governors’, of the School Governance (Constitution) (England) Regulations 2012 and in particular to paragraph 2 thereof, which states that, "Where a local authority are the appropriate authority in relation to a school, they may delegate to the head teacher of the school any of their functions under this Schedule".

Please supply to me, a copy of all guidance that is normally issued to a headteacher of a community school, in those instances when Stockport Metropolitan Borough Council delegates to the headteacher, the function, (as specified in paragraph 4 of the aforesaid Schedule One), of “[making] all the necessary arrangements for the election of parent governors”.

If the guidance which was issued to the headteacher of Vale Vale Primary School, in relation to the election of parent governors which has taken place during the current school term, differs in any respect from the guidance that is normally issued, please also supply me with a copy of that different guidance.

I am writing in response to your request for information (ref FOI 5373986

The relevant Council Service(s) has searched for the requested information
and our response is as follows/attached.

The attached election pack was issued to the Headteacher of Vale View as
part of the autumn term parent election. Given that this is an old paper
process, which is time-consuming for admin staff to manage, we suggested
that the vacancy be advertised by text. This advice coincided with the
school having IT problems and being unable to print the letters to parents
and carers.

 

The election process closed on 17 October 2019 and a new parent governor
was confirmed.
