Guidance on use of plastics

Dear Aberdeen City Council,

Please provide a copy of the guidance issued to council staff in the use of plastics, including but not limited to the placing of laminated public notices attached to lampposts, the use of cable ties for that and other purposes, and the guidance on the removal of all such materials and avoidance of their loss and consequent environmental damage. When providing this information please confirm the date of issue and how the dissemination to staff who maybe performing such tasks is confirmed.

Further, please provide a copy of the checking process employed to monitor that all such plastic materials have been retrieved and accounted for once their use is finalised.

Thank you for your information request of 10 May 2019 and please accept
our sincere apologies for delay in getting back to you.  Aberdeen City
Council (ACC) has completed the necessary search for the information
requested. Our response is now detailed below.

 

 1. Please provide a copy of the guidance issued to council staff in the
use of plastics, including but not limited to the placing of laminated
public notices attached to lampposts, the use of cable ties for that
and other purposes, and the guidance on the removal of all such
materials and avoidance of their loss and consequent environmental
damage. When providing this information please confirm the date of
issue and how the dissemination to staff who maybe performing such
tasks is confirmed.

At present, ACC does not have written guidance for staff in relation to
the disposal of laminated signs and the associated cable ties. All staff
have been advised to ensure that all plastic waste is deposited within the
appropriate waste bins at Council Operated waste facilities. Whilst it is
hoped that cable ties made from recycled materials, or made from materials
suitable for recycling, will be available at some stage, unfortunately at
this time, the choices are limited.

 

ACC is unable to provide you with information on guidance issued to
council staff in the use of plastics as it is not held by the Council.  In
order to comply with its obligations under the terms of Regulation
10(4)(a) - Information Not Held - of the EIRs, ACC hereby gives notice
that this information is not held by it.  ACC is required by Regulation
10(1)(b) of the EIRs to inform you as to why in all the circumstances of
the case, the public interest in maintaining this exception outweighs the
public interest in disclosing this information to you.  ACC is satisfied
that it does not hold this information and considers that, as there is no
information held, the public interest lies with the exception.

monitor that all such plastic materials have been retrieved and

employed to monitor that all such plastic materials have been retrieved
and accounted for once their use is finalised as it is not held by the
Council.  In order to comply with its obligations under the terms of
Regulation 10(4)(a) - Information Not Held - of the EIRs, ACC hereby gives

As part of our duty to provide advice and assistance, we can advise that
the only mechanism for checking that all the signs have been collected
once the restrictions that required the notices to be installed are
complete is in the Checklist, as used by the Roadworks Co-ordination
Team.  This has a section called ‘Notices removed from site’ which
requires to be completed by the relevant officer. Please see attached:

INFORMATION ABOUT THE HANDLING OF YOUR REQUEST

defined under Regulation 2(1) of the Environmental Information (Scotland)
Regulations 2004 (the EIRs), ACC considered that it was exempt from
release through FOISA, and must therefore give you notice that we are
refusing  your request under Section 39(2) of FOISA (Freedom of
Information (Scotland) Act 2002).  However, you have a separate right to
access the information which you have requested under Regulation 5 of the
EIRs, under which ACC has handled your request. Please refer to the
