Guidance for "cyclists dismount and use footway" signage at roadworks
Dear Suffolk County Council,
I would like to know which guidance is being used to allow the use of "Cyclists dismount and use footway" and "cycle land closed" signage at roadworks within Suffolk by Suffolk County Council and/or their highways contractor. I'd also like to know which section of the guidance/best practice that is being used to allow it's use.

Dear Freedom of Information,
Thank you for the response. I'm aware of this guidance, which states: "Where the carriageway is closed but the footway remains open, a ‘Cyclists dismount and use footway’ white-on-red temporary sign can be used." It does not state that this sign can be used when the carriageway is kept open. The guidance clearly states that cyclists should be allowed to continue to use the road, however it may be other parts of the carriageway.
For example the roadworks on 5th April 2018 opposite Ipswich rail station included the "cyclists dismount and use footway signage, yet the carriageway was kept open. Could I please have any documents relating to the decision to use the "cyclists dismount and use footway" sign at the above roadworks?
