It appears from its departmental website that responsibility for clean neighbourhoods, the Clean Neighbourhoods and Environment Act (Northern Ireland) 2011, and guidance for district councils rests with the Department of Agriculture, Environment and Rural Affairs

To help District Councils implement the relevant legislation, the Department of Agriculture, Environment and Rural Affairs has produced a number of guidance documents.

On that basis I would request either (i) a copy of each guidance note or (ii) a link to a page on Council's where the guidance notes can be found.

In addition please also provide a copy of the Fixed Penalty Notice Return submitted by Council to the Department of Agriculture, Environment and Rural Affairs covering the period 1 April 2020 to 31 March 2021. I understand the deadline for the submission of this information was 31 May 2021.
