a committee but a talking group that meets informally. It has no

This information is exempt under Section 36 - effective conduct of public
affairs.
 
This is because they are informal meetings which purpose includes, but not
limited to, things such as ‘to review the COVID/home working/CYC
situation. The group has no decision-making powers.
 
There is a public interest in people understanding how decisions are made,
however this is provided in the public meetings and the decision making
record which is publicly available.
 
The Group Leader Meeting is intended to give people a safe space to
consider and discuss proposed arrangements and special requirements for
meetings before moving discussions and outcomes to a public forum.
Providing this information publicly would be detrimental as it will likely
prevent individuals from being able to discuss and propose suggestions
fully and frankly.
 
The weight of public interest is therefore in favour of withholding the
information
