Dear Department for Work and Pensions,

This FOI is interested in Work Programme work placements being carried out by Groudworks on Homes for Haringey sites through CDG. Please tell me:

1) How many people have been referred by CDG to the Groundworks team working on Homes for Haringey sites? And how long were each of these placements meant to be for?

2) How many people referred by CDG to the Groundworks team at Homes for Haringey sites have not attended any of the placement?

3) How many people referred by CDG to Groundworks to work on Homes for Haringey sites have not completed their placement with Groundworks?

4) How many people referred by CDG to Groundworks to work on Homes for Haringey sites have been referred for sanction for not participating in their placement with Groundworks?

5) What fees, if any, have CDG paid Groundworks for providing Work Programme placements on Homes for Haringey sites? And if so, how much for all the placements you have paid? Do Groundworks still recieve a fee if the claimant does not complete the placement?

6) Can I have any contract made between CDG and Groundworks
about the provision of work placements in the contract area where Haringey is?

I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'Groundworks and work programme placements'.

In your refusal you state that "you cannot confirm or deny" that Homes for Haringey take work placements on their estate through Groundworks. However you don't need to, Homes for Haringey have confirmed it in the two public FOIs below

Also I did not refer to DWP vs IC & Zola case as you state. I don't because it is not relevant. It is public knowledge that there were placements in Homes for Haringey through Groundworks Green Team. These have now stopped and been replaced by jobs through the wage incentive scheme (the second FOI details this change). This makes all your reasons for refusal pointless. It is already public knowledge and the placements have stopped already.

However it is in the public's interest to know how these placements ran and operated when they were happening, which is what I am requesting in this FOI.

The complainant has requested information about a named company’s involvement in the DWPs Work Programme (WP) placements. The Department for Work and Pensions (DWP) refused to confirm or deny whether it held the information under section 36(3), section 43(3) and, later, section 29(2) of the Freedom of Information Act 2000 (FOIA). The Commissioner’s decision is that the DWP incorrectly applied section 36(3), section 43(3) and section 29(2) to neither confirm nor deny whether the requested information is held.

The Commissioner requires the public authority to take the following steps to ensure compliance with the legislation: Confirm or deny whether the requested information is held.
