The details we politely request are:
• What are the current plans moving forward in regards to obtaining suppliers for grounds maintenance (and similar) services?
• What are the contractual performance KPI's for this contract?
• Do you feel the contractual performance KPI's are being met by the current supplier?
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
• Start date & duration of framework/contract?
• Could you please provide a copy of the service/product specification given to all bidders for when the contracts were last advertised?
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

Thank you for your Freedom of Information request, I apologise for the
delay in providing a response.

Please find below the response to your recent request. The information has
been provided by our Parks and Procurement Teams.

Your request and our response:

• What are the current plans moving forward in regards to obtaining
suppliers for grounds maintenance (and similar) services? The current
contract has been extended to 31 December 2026. The Council will be
undertaking a full procurement process in order to appoint any contractor
for the new contract, which will involve supplier engagement prior to the
release of any tender.

• What are the contractual performance KPI's for this contract? The KPI’s
for the contract are negotiated and agreed with the supplier, and are kept
under review during performance reviews and contract management meetings.
The contract is measured against the specification.

• Do you feel the contractual performance KPI's are being met by the
current supplier? No information held.

• Suppliers who applied for inclusion on each framework/contract and were
successful & not successful at the PQQ & ITT stages • Actual spend on this
contract/framework (and any sub lots), from the start of the contract to
the current date • Start date & duration of framework/contract?  No
records held of the unsuccessful tenders.

• Could you please provide a copy of the service/product specification
given to all bidders for when the contracts were last advertised? No
information held, the service has evolved since the previous tender.

• Is there an extension clause in the framework(s)/contract(s) and, if so,
the duration of the extension?   Within the contract we had the option to
extend for 5 years which we have taken. We can not extend any further than
2026.

• Has a decision been made yet on whether the framework(s)/contract(s) are
being either extended or renewed? Explained above

• Who is the senior officer (outside of procurement) responsible for this
contract? – Gary Stevenson
