Dear Humberside Police,

I believe the document in the link is (or makes up part of) submitted evidence to Humberside police's fraud department:

There is evidence within that document showing the effects that the welfare reforms (changes to council tax benefit) have had on the income generated from Court Summons Costs for North East Lincolnshire Council.

The data shows that the number of summonses issued were 4,764 for the months May to August in 2012 (before the reforms), whilst for the same months subsequent to the reforms the figure increased by 67% to 7,946.

However, there had been no adjustment in the standard summons costs (£70) charged to each individual debtor to compensate for the potential 67% increase in the summons revenue so the costs raised which were £333,480 for the months May to August in 2012 increased to £556,220 for the same period the following year.

Grimsby Magistrates' court is duty bound to award only reasonable costs incurred by the council. However, it made no allowance for the increased revenue and continued awarding the same costs as were asked for by North East Lincolnshire Council. This amounts to the court abetting the Council to defraud residents by profiting through court recovery.

Request for information regarding this forces involvement with Grimsby Magistrate Court abetting the Council to defraud residents by profiting through court recovery

Your request will now be considered and you will receive a response within the statutory timescale of 20 working days as defined by the Act, subject to the information not being exempt or containing a reference to a third party. In some circumstances Humberside Police may be unable to achieve this deadline. If this is likely you will be informed and given a revised time-scale at the earliest opportunity.

There may be a fee payable for the retrieval, collation and provision of the information you request. If this is the case you will be informed and the 20 working day timescale will be suspended until we receive payment from you. If you chose not to make a payment then your request will remain unanswered.

Some requests may also require either full or partial transference to another public authority in order to answer your query in the fullest possible way. Again, you will be informed if this is the case.

We anticipate being able to provide you with the information that you have requested on or before 28 March, 2014.
