Grenfell

We're waiting for Luke Chafer to read recent responses and update the status.

Dear Information Team,

I would like to request the following information under the freedom of information act.

I would like to know how much money in contracts from the council has been given to the following companies since July 2017: Kingspan and Rydon .

Following the Grenfell fire how many council tower blocks (over 18 meters high) were identified as having flammable cladding (likely made from aluminium composite material).
How many of these high rises still have flammable cladding?

How many other council-owned buildings, under 18m, currently have flammable cladding? I would like this broken down into building type - school, hospital ect

If clarification is needed do not hesitate to get in touch.

Yours faithfully,

Luke Chafer

Dear Luke Chafer,

Thank you for your information request. We have completed the necessary
search for the information requested. Our response is now detailed below.

I would like to request the following information under the freedom of
information act.

I would like to know how much money in contracts from the council has been
given to the following companies since July 2017: Kingspan and Rydon .

We can advise that Aberdeen City Council has not awarded a direct contract
to Kingspan or Rydon.

Please note that we may have awarded a contract for work from another
company who may have chosen to subcontract either of these businesses.
However information on this is not held in a retrievable manner unless we
were to receive further specification on a specific project.

Following the Grenfell fire how many council tower blocks (over 18 meters
high) were identified as having flammable cladding (likely made from
aluminium composite material).

We can advise that no Council owned tower blocks have been identified as
having cladding made from aluminium composite material.

We cannot provide information on how many council tower blocks have been
identified as having flammable cladding, as the definition of flammable is
ambiguous and information is not recorded in this way. We would be happy
to readdress these questions if you were to provide a more specified
material(s) you are interested in.

We are unable to provide you with information on how many council tower
blocks have been identified as having flammable cladding. In order to
comply with its obligations under the terms of Regulation 10(4)(a) -
Information Not Held - of the EIRs, we are informing you that we do not
hold this information. Under Regulation 10(1)(b) of the EIRs, we inform
you as to why in all the circumstances of the case, the public interest in
using this exception outweighs the public interest in disclosing this
information to you. We are satisfied that we do not hold this information
and as there is no information held, the public interest lies with the
exception.

Under our duty to provide further advice and assistance, some information
on this is already in the public domain. If you search for ‘cladding’ on
Aberdeen City Council’s disclosure log, we have answered similar queries
regarding this in the past: [1]Freedom of Information Request - Aberdeen

Under our duty to provide advice and assistance, we would like to advise

We would also like to note that all cladding work is subject to building
warrant approval and therefore is compliant with the Building Regulations
2003 or 1959 (depending on the date the work was completed).

As the information which you requested is environmental information, as
defined under Regulation 2(1) of the Environmental Information (Scotland)
Regulations 2004 (the EIRs), ACC considered that it was exempt from
release through FOISA, and must therefore give you notice that we are
refusing your request under Section 39(2) of FOISA (Freedom of Information
(Scotland) Act 2002). However, you have a separate right to access the
information which you have requested under Regulation 5 of the EIRs, under
which ACC has handled your request.

If you are dissatisfied with the way we have handled your request or the
content of it, you are entitled to ask for an appeal. You can do this from
your [10]Aberdeen City Council self service account.

We hope this helps with your request.
