Dear Greenwich Borough Council,

Please provide, in relation to both the North and the South lifts in Greenwich Foot Tunnel, which I understand you manage, the following documentation:

1. A lift maintenance log or similar document or set of documents listing out the nature of faults that were reported/identified with the lift (whether or not they resulted in taking the lift out of service), the reactive or proactive maintenance/repairs undertaken, and any regular or ad-hoc safety inspections.

2. Any requests for quotations from external suppliers covering parts or labour in relation to the lift, showing the nature of the parts or labour that was required

3. Any purchase orders, invoices or similar document showing what parts or labour the council has purchased in relation to that lift.

Please provide the above for the last 3 years. If this would exceed the appropriate limit to comply with the request, then please at least provide the first item (maintenance logs) covering a long a period as possible within the time/cost limit.

Our response is as follows:

 

Please provide, in relation to both the North and the South lifts in
Greenwich Foot Tunnel, which I understand you manage, the following

Please provide the above for the last 3 years. If this would exceed the
appropriate limit to comply with the request, then please at least provide
the first item (maintenance logs) covering a long a period as possible
within the time/cost limit.

 

1. A lift maintenance log or similar document or set of documents listing
out the nature of faults that were reported/identified with the lift
(whether or not they resulted in taking the lift out of service), the
reactive or proactive maintenance/repairs undertaken, and any regular or
ad-hoc safety inspections.

The Council will not comply with question 1 of your request in accordance
with section 12 of the Act which states:-

 

Section 12(1) does not oblige a local authority to comply with a request
for information if the authority estimates that the cost of complying with
the request would exceed the appropriate limit.

 

The Freedom of Information and Data Protection (Appropriate Limit and
Fees) Regulations 2004 (“the Fees Regulations) sets the appropriate limit
at £450 for the public authority in question. Under these Regulations, a
public authority can charge a maximum of £25 per hour for work undertaken
to comply with a request. This equates to 18 hours work.

 

A public authority is only required to provide a reasonable estimate or
breakdown of costs and in putting together its estimate it can take the
following processes into consideration:-

(a) Determining whether it holds the information

(b) Locating the information, or a document which may contain the
information;

(c) Retrieving the information, or a document which may contain the
information, and

(d) Extracting the information from a document containing it.

We have estimated the length of time it will take to do the following
tasks in accordance with section 12.

 

 

Retrieving and extracting the information.

To retrieve and extract the information for a single year one officer will
have to review records of the following:

 

Maintenance visits 43@ 10 minutes per report – c. 430 minutes (7 hours 30
mins)

Callouts – 32 @ 10 minutes per report – c. 320 minutes (5 hours 20 mins)

Repairs – 7 @ 10 minutes per item – c. 70 minutes (1 hour 10mins)

Data collation for last 13 years – 90 minutes (1 hour 30 mins)

LOLER records – 2 @ 15 mins each report and review – 30 minutes (0.5 hour)

Admin to populate spreadsheets etc and chase for any information which is
unclear – c. 180 minutes (3 hours)

 

 

Total hours to complete the request equates 19 hrs.

 

We estimate that it will take one officer in excess of 18 hours to
determine the appropriate material and locate, retrieve and extract the
information in reference to your request.

 

 The council is not obliged to comply with this request because it exceeds
the appropriate limit.

 

Section 16 of the Act imposes an obligation on public authorities to
provide advice and assistance to a person making a request, so far as it
is reasonable to do so.

 

In order to provide you with advice and assistance we suggest you refine
your request by narrowing the timespan.

 

2. Any requests for quotations from external suppliers covering parts or
labour in relation to the lift, showing the nature of the parts or labour
that was required

3. Any purchase orders, invoices or similar document showing what parts or
labour the council has purchased in relation to that lift.

for an Internal Review.  Internal review requests must be submitted within
two months of the date of receipt of the response to your original
request.  If you wish to do this, please contact us in writing, setting

apply directly to the Information Commissioner (ICO) for a decision. 
Generally, the ICO cannot make a decision unless you have exhausted the
Internal Review procedure provided by the Council. You can contact the ICO
