I understand from this morning's Haringey Parks Forum meeting of today's date, that seven parks in Haringey have been classed as "Amber" and a further two have been classed as "red", with the Green Flag Award currently suspended.

Please supply a complete copy of the recent report or reports in connection with the Green Flag Awards, by Keep Britain Tidy to Haringey Council,.

Thank you for your response of today's date.

1. You may know that for valid requests—and where there is not a lawful exclusion—the Freedom of Information Act 2000 mandates an answer within 20 working days. I would be surprised if you did not know that.

2. Haringey Council received the Reports from Keep Britain Tidy in late October 2018 and has held the requested information since then. At the Haringey Parks Forum on Saturday, 3rd November, you announced the headlines, including the two Green Flag park suspensions, although you read out the list of Amber-graded parks too quickly for attendees easily to record.

3. There is no lawful reason—either possible or cited—for any delay beyond 5 December 2018. The intention now, to publish "in the coming weeks" is not acceptable.

4. Please forward all the Green Flag reports immediately or by 5 December 2018.

5. Please note that if Haringey Council fail to either publish publicly or send to me the reports by 5 December, then I will lodge a formal Compliant.

Thank you for your request for information dated 05 November 2018 in which you asked for a complete copy of the recent report or reports in connection with the Green Flag Awards, by Keep Britain Tidy to Haringey Council. We have considered your request and our view is that the information you requested would be exempt under Section 22 of the Freedom of Information Act which allows that information is exempt if, at the time a public authority receives a request for it:

• the public authority holds it with a view to its publication;
• the public authority or another person intends to publish the information at some future date, whether determined or not; and
• in all the circumstances it is reasonable to withhold the information prior to publication.

Section 22 provides a qualified exemption, so public authorities must consider whether the public interest in applying the exemption is greater than the public interest in providing the information.

We are not aware of any public interest in making this information available to you in advance of publication. As this is information that we are working on publishing anyway and others may be interested in this information, we believe that the public interest in applying the exemption is greater than the public interest in providing the information to you at this moment in time.

This letter is a refusal notice as required by the Freedom of Information Act.
