1. Please supply a list of all grants made by Burnham-on-Sea and Highbridge Town Council to any business, charity or other local group or individual during the following financial years:

2014/15
2015/16
2016/17 to date

2. For each grant awarded, please include:

a) the name of the Councillor proposing the award
b) the name of the Councillor seconding the award
c) whether the council imposed any conditions or restrictions on the use of the money?

The information you request is held by the Town Council, however this information is exempt under Section 21 of the Act, as it is already in the public domain.
The information you have requested can be found in the minutes on our website.
I am happy to inform you that the minutes of the Policy & Finance meetings are available and show the grants given and who proposed them.
I would also point out, so that you can access all the funding given by this council over the 3 year period, that some funding was not given from the grants budget and therefore may have been a decision taken by full council and you can find that information by looking at the minutes of the Town Council meetings over the same period. These minutes will also show the proposers and seconders.
You will also find information of the expenditure and breakdown by department in the Annual reports on our website.
We have only recently started showing the breakdown of the grants given under headings, and the most recent report regarding this is also on our website.

Thank you for your response. This does not fully answer my enquiry.

1. As he practice of the council is not to publish a draft minute, there are a number of meetings not yet accounted for by the publication of minutes. Were any grants awarded at meetings where minutes have not yet been published?

2. My question also requested detail on any conditions or specific performance measures included in grant awards. Having reviewed the minutes available and the grant policy and monitoring forms, I see no instance of this. Is it therefore fair to assume the council has not placed any specific conditions on grant receivers beyond those in the policy?

Dear Mike

As there is no Tc meeting in August the minutes from the July meetings are not dealt with until the 5th September. There was no P & F meeting in July but at the TC meeting on the 4th July there was a proposal to give £2k to support a proposal from the Chamber of Trade to run project coach with funding from Chamber of Trade, businesses and the Town Council. This project had defined targets to be met in order for further funding to be granted.
It was proposed by Andy Brewer and Seconded by Nick Tolley

RNLI It was Prop by Paul Young and Seconded by Janet Keen that this funding could not be given as the information seemed incorrect and the council were unable to offer funding based on the information available

On item 2 you will have noticed from the minutes that the procedure for grant giving has been reviewed and a monitoring form has been added, this will measure the performance of an event against funding given, and ensure the funding is spent in the manner laid out in the application. Our procedure follows other town and District Councils. The policy and finance committee have also recommended that the Clerk and a working party of the P & F, review and recommend further procedures regularly.
The monitoring forms are for all grants issued after April 1st 2016.
