Sport England does not hold details of the membership of Clapton Football
Club as this information was not provided to us.

 

Please note that we have not included details of the club’s officers and
we have removed a number of names, email addresses and telephone numbers
from the attached documents because we consider this information to be
exempt from disclosure under section 40(2) Freedom of Information Act
2000. The names and direct email addresses of our external partners and
our non-senior, non-public facing staff constitutes personal data as
defined by the General Data Protection Regulation. Our external partners
and staff have a reasonable expectation of privacy and would not expect us
to make information about their working lives public. As such, disclosure
of this information would not be fair and in direct contravention of the
first data protection principle.

Further to your letter of 9 July and your subsequent follow up email
below, please see below and attached. I apologise for the slight delay in
responding, this is due to annual leave in the FOI Team.

 

 1. This application originated from The Football Association. The
information we received from them relating to the ‘Interest
Registration Form’ is set out in the assessment notes spreadsheet and
contained within the application form, both of which you have already
received. We do not hold any further correspondence or attendance
notes relating to it.

 

 2. There is no correspondence held between Sport England and The FA or
UEFA or any other person/body involved in the administration of the
funding relating specifically to Clapton FC’s application and
acceptance, or any other issues relating to it. There is general
correspondence between Sport England and The FA which includes this
project as set out in the attached FOI Information bundle and
spreadsheet. All correspondence with Clapton FC about its application
and acceptance, and any other issues relating to it, you have already
received.

 

 3. The email dated 13 July 2014 has been redacted as set out in the
response provided to you by Megan Strickett. We have removed a number
of names, email addresses and telephone numbers from the attached
documents because we consider this information to be exempt from
disclosure under section 40(2) Freedom of Information Act 2000. The
names and direct email addresses of our external partners and our
non-senior, non-public facing staff constitutes personal data as

 a. The addressee is exempt from disclosure under section 40(2) of the
FOIA.

 

 b. This email chain is attached in the FOI Information bundle. Please
note that we have not included details of the club’s officers and we
have removed a number of names, email addresses and telephone numbers
from the attached documents because we consider this information to
be exempt from disclosure under Section 40(2) Freedom of Information
Act 2000. The names and direct email addresses of our external
partners and our non-senior, non-public facing staff constitutes
personal data as defined by the General Data Protection Regulation.
Our external partners and staff have a reasonable expectation of
privacy and would not expect us to make information about their
working lives public. As such, disclosure of this information would
not be fair and in direct contravention of the first data protection
principle. I note that in the email dated 13 July 2014, the CEO’s
name was redacted in error. This is unredacted in the attached email
chain.

 

 4. The request for the Completed Bank Account Details form with the ‘For
Internal Use Only’ section completed is attached in the FOI
Information bundle. We have removed any personal data as per section
40(2) and any information which is deemed to be commercially sensitive
information. Section 43(2) exempts information whose disclosure would,
or would be likely to, prejudice the commercial interests of any
person (an individual, a company, the public authority itself or any
other legal entity). This exemption is subject to the Public Interest
Test. To release an organisations bank account details would be highly
likely to prejudice their commercial interests and may open them up to
fraudulent activity. As such, it is not in the public interest to
release this information.

 

 5. We do not hold the information. We have already provided you with the
constitution we hold. Clapton Football Club is an unincorporated
association.

 

 6. This project was funded via UEFA funding, a circa £200,000 pot which
The FA received to support disaster relief. Sport England administered
the funding for The FA. The FA supported this project and did not
raise any issues in the trackers which were sent to Sport England.
Sport England supported the administration and payments but not the
assessment of this project. All information requested as a condition
of making the award, and due diligence as carried out by Sport England
was received – the Acceptance of Award Form, Bank Detail Form and Bank
Statement has already been provided to you.

 

Sport England carries out post award checks to ensure validity of an
organisation, specifically, checking that their completed bank details
form matches a bank/building society statement. It would appear when
reviewing this matter to respond to your queries, that when processing the
payment on this one it wasn’t spotted that the name on the award letter
did not entirely match the name on the bank account (1878 is added on the
account). This has subsequently logged this with our Audit, Governance and
Risk committee as an “error”.

 

Please find the End of Project Report attached in the FOI Information
bundle.

 

This completes our response to your information request.

Thank you for your reply to my request on the ’What Do They Know’ website.
Unfortunately, not all my requests have been addressed.

Please note that all follow up requests are in blue whereas new requests

1. The Mail from 'floodrelief' to [9][email address] of 21 May 2014
12:33 refers to an 'Interest Registration Form'.
a. Please provide a copy of that form and all correspondence and
attendance notes relating to it.

2. The Mail from 'floodrelief' to [10][email address] of 21 May 2014
12:33 refers to the FA finding funding through UEFA and that Sport England
will administer this funding.
a. Please provide a copy of all documents, notes of attendance and
correspondence with the FA, (including those relating to their support for
the project) UEFA, Clapton FC or any other person/body involved in the
administration of that funding, it’s application and acceptance, and any
other issues relating to it.

3. The email from [11][email address] of 13 July 2014 11:06 to ???
a. Who is the addressee?
b. To which email is xxx@hotmail referring? Please provide a copy.
c. None of the correspondence disclosed carries a sequence as followed in
this email. Please provide a copy of those emails.

4. Please provide a copy of the Completed Bank Account Details form with
the 'For Internal Use Only' section completed.

5. Please provide a copy of the constitution of Clapton Football Club as
the document disclosed is that of Clapton Members Club and there is no
referral whatsoever to Clapton Football Club or Clapton Football Club
Limited.

6. REPEATED REQUEST :-
Please provide all documents, notes, emails and attendance notes of
relating to any due diligence undertaken, and copies of any reports or
assessments made by Sport England in respect of the provenance of the
application, the legal standing of the applicants and the interest held by
the applicants at the premises upon which the proceeds of the grant were
to be expended.
