Grant Funding Beaumaris Pier

The request was successful.

Beaumaris Town Councl

The refurbishment and improvement of Beaumaris pier was part funded by European grants.

These grants would have been subject to certain conditions. We would also expect that, in applying for the grants, undertakings would also have been given by Anglesey County Council, especially in relation to use of the pier and pontoon and access by the public.

Beaumaris Town Council requests copies of the conditions of the funding and also any undertakings given about access and use at the time of the application.

Yours faithfully,

Prof Tevor Ashenden
Town Clerk
Beaumaris Town Council

Dear Professor Ashenden,

Thank you for your recent interest in the Coastal Environment Project and
in particular the Beaumaris Pier redevelopment.

Following your recent enquiry regarding the funding conditions and request
to see the funding application.

From my investigations, there was not an application this time round, WEFO
asked for an expression of interest and then a Business Plan.  I have
attached a link to the website which explains the process.

I have also attached the offer letter and business plan that were
submitted to WEFO before the project started in 2009.

Please also see extract from minutes of the Pier User group meeting that
discussed usage of the Pier in Oct 2010.

PROPOSED MANAGEMENT OF NEW PONTOON AND WALKWAY

It was stated by the Maritime section that the new pontoon and linkspan
had to be a restricted facility for health and safety reasons. The
Officers had looked at the various schemes available and favoured a swipe
card system with a lockable gate.  Cards will to be issued to all
operators and relevant organisations.  A timing device will be placed on
the gate and an emergency button along the linkspan.  Access will be
possible for Officers working on site if required.  Operators will need to
apply for the cards which will involve a small fee.  Cards will be
returned during winter months and part of the cost refunded.  The cards
will be re-issued during the summer period.  The Gate will be permanently
locked during the winter period.

The officers had no issues with visiting boats using the facility over
night, and access could be available from 8pm – 8am.

Pre arrangements could be made for one-off access

Chairman asked if everyone was agreed with the options by a show of
hands.  All agreed.

I understand there is a notice board on pier pontoon, stating they need
permeation to berth and a phone number, all they need do is follow the
instructions.

If you are unhappy with the response in relation to your request you may
ask for an internal review.  Please address your correspondence to the
Customer Care Officer, Legal Section, Council Offices, Llangefni, Ynys
Môn, LL77 7TE (E-mail: [2][email address]).

If you are not content with the outcome of the internal review you have
the right to apply directly to the Information Commissioner, Wycliffe
House, Water Lane, Wilmslow, SK9 5AF. Please note that the Information
Commissioner is likely to expect internal review procedures to have been
exhausted before beginning his investigation.

Adrian Jones
