I would like to obtain a copy of all the information returned by Councils with Adult Social Services Responsibilities (CASSRs) as part of the Information and Guidance on the Grant Funded Services collection (GFS1).

For each local authority I would like to have the information contained in columns A-P (as arranged in proforma V1.4). These are all the columns except the 'Comments'. Please also include the local authority code for each scheme.

Please provide this information for the most recent period available.

If there is a choice between a 'cleaned' and 'raw' set of the information I would prefer the former.

Ideally I would like this data provided in a single spreadsheet or database.

Thank you for your response. I understand that you have to consider the exemption.

I am slightly confused regarding your suggestion for the data you may be able to provide - in particular the fact that the data is only available at aggregated level for columns F-L.

If you are indicating that the data is only recorded by your organisation at an aggregate level then this will have to do.

However it seems as if you may be indicating that the data is held at a more specific level, but that releasing only the aggregate data would make consideration of the exemption easier. If this is the case then I would rather continue to strive for full release (i.e. not aggregated data).

Dear Health and Social Care Information Centre,

I am writing to request an internal review of Health and Social Care Information Centre's handling of my FOI request 'Grant Funded Services collection'.

I understand that this request requires consideration of the public interest test in relation to section 43 Commercial Interests.

Please consider the following factors in favour of disclosure. Some of these are mentioned in the ICO's guidance on applying section 43.
1) Disclosure would increase transparency of the way public money is spent and its effectiveness.
2) The amount of taxpayers' money in question is significant - millions of pounds.
3) Disclosure would facilitate engagement by the public in the debate over social care spending and participation in decision-making.
4) The Health and Social Care Information Centre obtain the information using statutory powers, so there is no risk of disclosure discouraging voluntary organisations from participating in information-gathering exercises in the future.
5) Disclosure of the information would improve information about the social care market and could lead to improved bids being submitted in future.
6) The information requested relates to contracts which have been agreed, not those for which the tendering process is ongoing.

The reply to my request indicates that section 44 may also apply. I assume this refers to the interaction with the Data Protection Act. I am willing to accept a response which omits reference to schemes that have fewer than 5 users. This could be calculated using columns I-L.
