I consulted with my version of the FOIA, and section 35 pertains to Wales. But I found Law Enforcement in section 31.
Given that Strathclyde Police and Northern Constabulary have already responded indicating that they are involved in Joint Agency Operations, could you please provide clarification as to why such an acknowledgement might invoke the following legislation for Grampian Police?

information if its disclosure under this Act would, or would be likely to, prejudice-
(a) the prevention or detection of crime,
(b) the apprehension or prosecution of offenders,

Grampian Police is a Scottish public authority, and therefore is bound by the Freedom of Information (Scotland) Act 2002, within which section 35 is the law enforcement exemption.
Responses under s.18 of the act do not require an articulation of the harm or public interest, as it could then unwittingly provide the information which is being withheld.
On this basis, I will begin review proceedings. A senior member of Grampian Police, who was not involved in the original request will undertake a review and a response will be relayed to you within 20 working days.
