I am writing to request details of the 'Rural Payment Scheme' paid to Grafton Regis NN12 7SS Charles Fitzroy. Under the freedom of information act I am requesting the following information.

Environmental Information Regulations – Advice & Assistance
       
Thank you for your request for information on 21 April which is being
considered under the Environmental Information Regulations 2004 (EIR). 
 
You have asked for details of Rural Payment Schemes paid to a specific
business;
 
Who owns the land
What areas are under the scheme
What are the restrictions
What months are the restrictions
What are the details
 
By way of background, the RPA is a paying Agency, delivering EU Common
Agricultural Policy Payments (CAP) to farmers, traders and land owners in
England. We are also responsible for the management of the British Cattle
Movement System (BCMS), the Land Management System which captures the
parcels of land registered under CAP and the Countryside and Environmental
Stewardship schemes.
 
However, in all instances we are not required to capture whether the
applicant is the land owner and therefore would not hold this information.
 
From our preliminary assessment, it is clear that we will not be able to
answer your further questions without additional clarification. Regulation
9 of EIR requires public authorities to provide advice and assistance to
applicants where reasonable.
 
What you need to do
We therefore require you to provide further information to enable us to
identify and locate the information you have requested.
Please provide;

* Confirmation of the specific scheme information you are requesting,
i.e. Basic Payments, Countryside Stewardship or Environmental
Stewardship Schemes
* A date range for your request, e.g. scheme information for 2018-2019
* Clarification on what is meant by ‘areas under the schemes’ and ‘what
are the details’. For example, can you advise on what recorded
information you are seeking such as copies of applications or
agreements.

 
Please note that if our search returns any information which relates to a
third party, we may write to them to inform them of the request and ask
whether they have any objections to the disclosure of their information,
particularly as disclosures made under EIR are publically available.
