Dear Shumeng,

Thank you for your request for information received by The University of
Manchester on 05 March 2020 which was as follows:

 

I would like to request that you provide the following information: the
grading scale you use for scoring each component, including academic
grades, home institution reputation, research/internship experience,
references, CV, GRE/GMAT, language qualifications, personal statement,
etc., of an application profile to reach a final decision on whether it
should be offered a place. The grading scale can be liaised between
departments housed within the University of Manchester, or a general one
for all departments; however, the first option is preferred. If possible,
please provide a detailed grading form as an attachment to the request.

 

The University has now considered your request and unfortunately the
information you are seeking cannot be provided at this time. This is
because your request is not specific enough to be able to respond to it
within the 18 hour ‘Appropriate Limit’ as defined in the Freedom of
Information and Data Protection (Appropriate Limit and Fees) Regulations
2004). You have requested grading scales etc. in relation to admissions,
however there are many many courses at The University of Manchester. Each
course will have its own bespoke entry requirements and methods of
assessing applications. As such, due to the large volume of courses and
the number of enquiries we would have to make, we cannot complete these
tasks within the time allowed. This email therefore serves to act as a
refusal notice for your request, in accordance with Section 17 (5) of the
Freedom of Information Act 2000 (FOIA).

 

Section 16 of the FOIA imparts a duty on public authorities to provide
advice and assistance to requesters to bring their request within the 18
hour ‘Appropriate Limit’. Accordingly I can advise you that were you to
significantly reduce the remit of your request, e.g. to a course that you
are most interested in (details of all undergraduate courses can be found
here [1]https://www.manchester.ac.uk/study/under...), then
we should be possible to respond within the timescale. However please note
that any response will be subject to exemptions in accordance with the
FOIA, should any be found to apply. We would happily consider a revised
request on that basis.

 

If you feel that The University of Manchester has refused access to
information to which you are entitled, or has not dealt with your request
appropriately under the FOIA, you have a right of appeal.

 

An appeal in the first instance should be directed to the Information
Governance Office at [2][email address]. You should include: 

·         details of your initial request

·         any other relevant information

 

You must make this appeal within 40 working days from receipt of your
response. We will not accept appeals received after this date, as per the
Freedom of Information Code of Practice, Section 5.3.

 

The University will deal with your appeal within a reasonable time, and
will inform you of the projected time scale on receipt of your complaint.
You are also welcome to contact the Information Governance Office with
informal questions about the handling of your request. 

 

After The University’s internal appeals procedure has been exhausted, you
have a further right of appeal to the Information Commissioner’s
Office. Details of this procedure can be found at [3]www.ico.org.uk.
