Grade Threshholds

The request was refused by University of Cambridge.

Dear University of Cambridge,
I recently came across some grade thresholds for various subjects that UCLES had to offer (one of them being Urdu). It was pretty surprising to find that to achieve an A* in the respective subject, one had to gain a score of 104/110+ .If this was so, then there may have been a drastic decline in the ratio of those students gaining an A* as compared to those achieving lower than that! Can you please explain regarding how do O'level examiners deal with such high grade boundaries? Do they deal with examination papers with leniency or strictly follow the mark scheme? It would be really benign of you to help me with my inquiry as there is no mention of this in the CIE website. Moreover our school authorities also have no clear answer to this.
