Dear Mr/Ms Bickers,
I refer to your email, which was received on 7 February 2014. You
requested: (i) how many DfE officials, and at what grades, were involved
in drafting, clearing and publishing departmental advice to schools on
trade union facility time, (ii) how many DfE officials, and at what
grades, were involved in drafting, clearing and publishing the
accompanying press release.

I have dealt with your request under the Freedom of Information Act 2000.

Responding to your requests in the order listed:

(i) Two Department for Education officials, one HEO(D) and one at grade 7,
were involved in drafting the advice. Two Department for Education
officials, one at grade 6 and one Director, were involved in clearing the
advice. No Department for Education officials were involved in publishing
the advice.

(ii) One Department for Education official at grade 7 was involved in
drafting the press release. One Department for Education official at grade
7 was involved in clearing the press release. No Department for Education
officials were involved in publishing the press release.

If you have any queries about this letter, please contact me. Please
remember to quote the reference number above in any future communications.

If you are unhappy with the way your request has been handled, you should
make a complaint to the Department by writing to me within two calendar
months of the date of this letter.  Your complaint will be considered by
an independent review panel, who were not involved in the original
