Ellis, Matthew,

Dear Mr Barber

Thank you very much for your email concerning the building maintenance works at the former Valley Works site at Rhydymwyn.

Natural Resources Wales (NRW) brings together the work of the Countryside Council for Wales, Environment Agency Wales and Forestry Commission Wales, as well as some functions of Welsh Government. Our purpose is to ensure that the natural resources of Wales are sustainably maintained, used and enhanced, now and in the future.

NRW has no objection to the proposed building maintenance works at, provided implementation of the proposal considers issues in respect of statutory protected species. Building maintenance will, in our view, assist in ensuring the functionality of structures for both historical and nature conservation purposes.

We trust this response answers your question.

Yours sincerely

Matt

Dear Ellis, Matthew,

Thank you for your kind and courteous reply.
I do note the rider “provided implementation of the proposal considers issues of statutory protected species”.
I wish to make a Freedom of Information request for information concerning any such issues that are present at this site.
It is not generally understood that although DEFRA is the public sector owner of the site the responsibility for the administration, interpretation and enforcement of any relevant legislation belongs to NRW and other Welsh Local Authorities and Government.
A meeting was arranged by DEFRA on March 4th 2012 in the Welsh Government offices in Newtown with Local Authorities and Government bodies to “discuss and hopefully agree a building and ecology implementation plan to facilitate maintenance to scheduled and listed buildings on the Valley Works site”.
I wish to make a Freedom of Information request for all documentation concerning that meeting including any notes and emails held by NRW.
I further make a Freedom of Information request for all information, including any notes and emails, subsequent to that meeting until the present day between DEFRA and NRW concerning the former Valley Works at Rhydymwyn.

Yours sincerely,

Colin Barber
