Thank you for your Freedom of Information request below dated 8 February
2017, regarding Grade 5 positions advertised within Department for the
Economy (DfE).

 

DfE is responding to your request under normal line of business with a
response detailed below to each of your questions. Although should you
require a formal Freedom of Information response to your request please

Q1. From 2010, on how many occasions has your department advertised for
NICS Grade 5 positions either within your department or for your NDPB’s/
ALBs?

 

A1. DfE can only report from May 2016 when the Department was created and
there has been 1 occasion. DfE does not hold the information for NDPBs/
ALBs, therefore you would need to send separate requests to each body; an
up-to-date list with links to each NDPB/ALB website has been provided in
the attached document for your convenience.

 

Q2. What essential/ desirable criteria has been used to fulfil the Grade 5
position?

 

A2. The eligibility criteria for the Grade 5 position referred to in A1
above, is as follows:-

 

1.       An undergraduate degree in economics (first class or second class
grade 1) and a masters degree in economics or other closely related
discipline;

 

          AND

 

2.      At least 5 years postgraduate experience, gained within the last
10 years, in undertaking economic research and analysis and in its
practical application;

 

          AND

 

3.         A detailed knowledge and understanding of current strategic
economic policy issues in Northern Ireland and of the main factors
affecting the performance of the economy;

 

          AND

 

4.         At least 5 years direct experience of making a contribution to
strategic decision-making and to policy formulation and delivery at a
senior management level*;

 

          AND

 

5.         At least 5 years direct experience of successfully managing
working relationships with a diverse range of internal and external
stakeholders operating at senior levels within their organisations.

 

The following additional clarification is provided:

 

*   For those working in the private sector or voluntary/community
service, a Senior Manager is defined as a role which works just below
Board level and with a Director as line manager.  Within the Northern
Ireland Civil Service (NICS), this is at Grade 7 or equivalent.

 

Applications will also be considered from applicants with relevant formal
qualifications considered by the selection panel to be of an equivalent or
higher standard to those stated.

 

Relevant or equivalent qualifications: give the type of qualification and
date awarded (the date awarded is the date on which you were notified of
your result by the official awarding body).  If you believe your
qualification is equivalent to the one required, the onus is on you to
provide the panel with details of modules studied, level of qualification,
etc so that a well-informed decision can be made.

 

SHORTLISTING CRITERIA

 

In addition applicants should be aware that after an eligibility sift,
should it be necessary to shortlist candidates to go forward to interview,
the following shortlisting criteria will be used:

 

·         Experience of providing economic advice and analysis on
strategic policy issues at a regional and national or international level.

 

Q3. Has there ever been from 2010, any Grade 5 position which has been
advertised that required "no formal qualifications?"

 

A3. As stated above DfE can only report from May 2016 when created and
there have been no unqualified Grade 5 positions advertised.
