NHS England does not hold this information.

 

The Central Midlands DCO does not procure suppliers to provide IM&T.
Capital schemes are procured by CCG and suppliers provide IM&T services
directly to CCGs.

I am writing to request an internal review of NHS England's handling of my FOI request 'GPIT Capital Scheme Procurements 2016/17'.

On or around 18th September 2017 you refused my FOI request number FOI-054271 and in your response you stated:
“Once the 2017/18 Primary Care Information Management and Technology (IM&T) projects are approved, the Director of Commissioning Operations (DCO) Teams and Commissioning Support Units (CSUs) go through a procurement process to appoint suppliers to provide the IM&T capital scheme..."

Accordingly, I asked for clarity on the appointment of suppliers (minus any financial information) in my request FOI-054409, whereupon you refused my request and included within your response:
“The Central Midlands DCO does not procure suppliers to provide IM&T. Capital schemes are procured by CCG and suppliers provide IM&T services directly to CCGs...”

In order that I can correctly address my request, please clarify which of these 2 statements is correct, since they appear to be contradictory statements - should I address my request to the CCGs or the CSUs?

Your Internal Review request was received by NHS England on 17 October
2017, and read:-

 

“I am writing to request an internal review of NHS England's handling of
my FOI request 'GPIT Capital Scheme Procurements 2016/17'.

The FOI Management team have reviewed both requests you have referred to
in your Internal Review email, and this letter provides the outcome of
this review. For convenience, we address the handling of each case
separately, and then go on to consider the position of NHS England in
general, taking into account both responses.

 

FOI-054271

FOI-054271 was received by NHS England on 29 August 2017 as clarification
on an earlier request. As such, your clarified request read (original
request in roman text; subsequent clarification in italicised text):

 

“Please provide summary details of all 2017/18 budget requests received
by  NHS England from all CCGs in the East Midlands region relating to
Primary  Care IM&T projects - including GPIT, ETTF and any other financial
scheme  administered by NHSE.

 

  1. The regions required are: North Midlands, Central Midlands, West
Midlands, East and South Central.

 

Please include the project/bid title, the application amount, the
approved  amount, the decision date, and the date at which the funds will
be or have  been passed to the respective CCG.

 

2. Yes, the request relates to Capital budgets rather than revenue ”

 

NHS England responded to your clarified request on 18 September 2017 - the
14^th working day- advising that information was held but that it was
exempt under section 43(2) of the Freedom of Information Act.

 

Following receipt of NHS England’s response to FOI-054271, you submitted a
new, but related FOI request, which we consider next.

 

FOI-054409

FOI-054409 was received by NHS England on 18 September 2017, and read:

 

“I understand that the Director of Commissioning Operations (DCO) Teams
and Commissioning Support Units (CSUs) go through a procurement process to
appoint suppliers to provide the IM&T capital schemes.

 

Could the Director of Commissioning Operations (DCO) Team please provide
summary details of the IM&T Capital Schemes that were procured during the
financial year 2016/17 including:

 

- the system used for procurement

- supplier(s) selected

- the scheme description and/or heading

- the value (£'s) of the procurement

 

This request relates to Nene, Corby and Milton Keynes CCG areas.”

 

NHS England responded to this request on 6 October 2017 – the 14^th
working day – and advised that no recorded information was held in
relation to you request.

 

In your Internal Review email, you wrote that you consider these responses
to contradict one another. We have therefore assessed whether you received
appropriate responses to your requests.

 

Internal Review outcome

 

We consider that the wording provided in response to your original request
reference FOI-054271 was incorrect. We believe that this resulted in the
subsequent response to FOI-054409 appearing to be contradictory. We
therefore provide revised wording (changes highlighted in bold text)
below:

 

“Once the 2017/18 Primary Care Information Management and Technology
(IM&T) projects are approved, the scheme sponsors (Director of
Commissioning Operations (DCO) Teams, Commissioning Support Units (CSUs),
Clinical Commissioning Groups (CCGs), etc.) go through a procurement
process consistent with their SFIs to implement the schemes..."

 

In line with the above, NHS England’s original response to FOI-054271 is
not upheld, and is amended as per the above. NHS England’s original
response to FOI-054409 is upheld.

 

We hope that this addresses your concerns. However, if you are not content
