Re: Information Request – Freedom of Information Act (FOIA) 2000
Thank you for your email dated 23rd October 2021 requesting the date of publication of the GP Data
for Planning and Research Equality Impact Assessment (EIA).
We have considered your request in accordance with S.1 (1) of the Freedom of Information Act 2000
(FOIA).
We can confirm that there is no firm date for the publication of the EIA as the programme is not
working to set timescales as outlined in the letter dated 19 July 2021 to GP Practices, from the
Parliamentary Under Secretary of State for Health and Social Care, Jo Churchill, which set out a new
process for commencing the data collection, moving away from a previously fixed date of 1
September 2021. A copy of the letter is here on the NHS Digital website:

that:
Most importantly, I can confirm today that, while we are continuing to work on the
infrastructure, and communication for the project, we are not setting a specific start date
for the collection of data. Instead, we commit to start uploading data only when we have the
following in place:
● the ability to delete data if patients choose to opt-out of sharing their GP data with
NHS Digital, even if this is after their data has been uploaded;
● the backlog of opt-outs has been fully cleared;
● a Trusted Research Environment has been developed and implemented in NHS
Digital;
● patients have been made more aware of the scheme through a campaign of
engagement and communication.
We will publish the EIA in advance of the collection commencing and to take into account the revised
approach we are taking to the commencement as described in the letter
