Dear South West Essex Primary Care Trust (PCT),

Under the f o i act can you please provide me with the email
addresses of all the practice managers within the trust and the
relevant gp surgeries they manage?

I will under no circumstances publish any details you provide me
with in any form of media but may on occassion send medical
research information to these practices.

In reply to your FOI request of 3 October we have pleasure in supplying you with the attached information, which are the current Practice lists for the SE and SW Essex areas and may be of help to you. However, I have made the decision to withhold the Practice Managers' email addresses under the Data Protection Act 1998.

The second data protection principle states that "Personal data shall be obtained only for one or more specified and lawful purposes, and shall not be further processed in any manner incompatible with that purpose or those purposes." Reference to the Data Protection principles is below:

The rationale for declining to disclose this data is that the practices have supplied us with this information for the specified and lawful purpose of enabling the PCT to communicate with them electronically. Passing on these details to a third party would constitute processing the data in a manner which is not compatible with the purpose for which the practices provided them to us.

If you are dissatisfied with my decision to withhold information, you are entitled to request an internal review. In which case please contact Viv Barnes, Associate Director of Corporate Services & Communications, in writing to [email address] or by letter to Phoenix Court.

You are also entitled to refer this matter to the Information Commissioner's Office. The information Commissioner can be contact through www.ico.gov.uk or by telephone on (0303) 123 1113.
