Dear Nandini Naira Archer
Freedom of Information Act 2000
Thank you for your information request received on 15/01/2024.
This request is being handled under the Freedom of Information Act 2000.
You requested the following information:
Subject: Freedom of Information request - Government guidance on Palestine
issued to councils
Dear Brent Borough Council,
I am writing to you under the Freedom of Information Act 2000 to request
the following information:
(1) Any correspondence received by council email addresses from Department
for Levelling Up, Housing and Communities (DLUHC) email addresses ending
in @levellingup.gov.uk that includes the words "Palestine" or "Gaza" since
7 October 2023.
Response:
Please see the attached document
(2) Any correspondence received by council email addresses from Department
of Education (DfE) email addresses ending in @education.gov.uk that
includes the words "Palestine" or "Gaza" since 7 October 2023.
Response:
Please see the attached document
(3) Any correspondence received by council email addresses from Home
Office email addresses ending in @homeoffice.gov.uk that includes the
words "Palestine" or "Gaza" since 7 October 2023.
There are over 219 emails - Section 12(1) of the FOIA is a provision
which allows a public authority to refuse to comply with a request for
information where the cost of compliance is estimated to exceed a set
limit known as the appropriate limit. The appropriate limit for Councils
is £450.
The time spent on the permitted activities is calculated at the flat rate
of £25 per person, per hour this means that the appropriate limit will be
exceeded if it would require more than 18 hours work.
I must advise you that we will not be able to answer your request without
exceeding the appropriate limit. This is because to retrieve and extract
information in scope of your request would involve reviewing each email
individually to determine whether the information can be disclosed and to
ensure the data protection act is not breached. We estimate that it would
take approximately 10 minutes or more per property which would exceed the
cost limit.
This constitutes a refusal notice under Section 17 of the Freedom of
Information Act for this part of your request.
(4) Additionally, any official guidance issued to the council by any of
these departments regarding counter-terror strategy and the risk of
radicalisation since 7 October 2023.
Response:
Please see the attached documents
