Dear Mr Porter
Thank you for your email of 13th March 2024 requesting details the amount of
funding the Drainage Council for Northern Ireland received from the government
for the tax years 2020/21, 2021/22 and 2022/23.
In considering your request, on behalf of the Department, I have determined that
the information requested falls under the Environment Information Regulations
2004 (EIR), as opposed to FOI. Section 39 of the Freedom of Information Act
specifically excludes from consideration under that Act requests for what is deemed
to be environmental information. EIR gives rights of public access to environmental
information held by public authorities.
A guide explaining the Environmental Information Regulations can be found at:
https://ico.org.uk/for-organisations/guide-to-the-environmental-information-
regulations/what-are-the-eir/.
In response to your request, I can confirm that The Drainage Council for Northern
Ireland is a non-Departmental Public Body constituted under the Drainage (NI)
Order 1973. The Drainage Council has no budget and the members of this body
receive no salary. The running costs for the Drainage Council consists only of
venue and travel expenses and these are paid by the Department.
If you are dissatisfied with the handling of your request, you have the right to ask
for an internal review. Internal review requests should be submitted within two
months of the date of receipt of the response to your original letter and should be
