Thank you for your response, i would like you to clarify for me on
what grounds or on whos authority do you govern the people of
medway, how do you claim juristiction over resident. Is this done
by consent? If so what consent do you seek froman individual.
Please also inform me of any known procedure in place to withdraw
consent.

The legal basis for Medway Council is as follows -
 
Medway Council was was established on 1 April 1998 under the provisions of
the Local Government Act 1992 and Statutory Instrument No.1876 (The Kent
(Borough of Gillingham and City of Rochester upon Medway) (Structural
Change) Order) 1996.
 
The Local Government Act 1992 gave the legal basis for a review of local
government in England:

The Kent (Borough of Gillingham and City of Rochester upon Medway)
(Structural Change) Order 1996 set out the basis for the provision of
local government functions, including the transfer of services to Medway
Council from Kent County Council. The order also provided details of the
electoral arrangments for Medway Council:

Elections have been held in 1997, 2000, 2003, 2007 and 2011. Following
each election, Medway Council has operated within the provisions of

Quote-marks Thank you for your reply, so if i have this right - medway council use an "act" of parliment to govern residents, this act being " an act of parliment given the force of law by the consent if the governed"?
