Governance issue 10 May report

Scottish Police Authority did not have the information requested.

Dear Scottish Police Authority,

The Audit Scotland Annual Audit report 2011-12 about the Central Scotland Joint Police Board states ".....we note that HMICS are in the process of undertaking a review of the governance arrangements relating to the post of Assistant Chief
Constable. This review is expected to report its review in 2013"

The same report later states "We understand that Her Majesty's
Inspector of Constabulary for Scotland has recently launched an
investigation into the Board's handling of the case. We will
continue to monitor progress in this area with a view to
considering the effective use of public monies"

An interim report was prepared by the HMICS in November 2012 and contained a commitment that the final report would be submitted by 10th May 2013

Other correspondence from the HMICS states "the matter was passed to the new SPA" which implies that this happened early in 2013 consistent with the quoted deadline.

Could I please have a copy of both the interim and final reports mentioned above together with all appendices for both reports.

Nice to see someone follow this one up. I'm sure the fact that Derek Penman Is ex Central Scotland Police Chief Constable and was at this time ("Acting" as it was!) When HMICS and Audit Scotland both criticised and highlighted failures at Central Scotland Police and set out to spearhead an investigation, and the fact that he is now HMICS Lay Inspector has nothing to do with this being forgotten. I did read an article that quoted the Joint Policing Board as stating "funding such an investigation would be an expensive waste of time and money"... Isn't that weird that the scrutinising public body would want any impropriety or possible incongruity overlooked. Stunned I am! Well done Mr R!
