I wish to request the following information under the terms of the Freedom of Information Act 2000 'The Act'.

In order to assist you with this request, I am outlining my query as specifically as possible. As you will understand, this may not be a definitive list of relevant information.

You should also be aware that it is a requirement of the act to respond within 20 working days and I am fully aware of my rights to escalate this if you fail to follow this law.

You also should be aware the act provides a duty on yourselves to assist requesters I.E. me.

Please provide the following.
Gold Sovereigns
1: Please provide a full list of mintage figures for all issues of the Gold Full Sovereign coin.
2: Please provide these in the following breakdowns:
2.1: (Standard issues) Year, Effigy, Poof FDC/BU/Bullion, Designer, Name of Issue & Royal Mint issue code.
(e.g. 2016, QE2 5th Portrait, [insert actual mintage figures], Reverse Benedetto Pistrucci/ Obverse James Butler, 2016 Sovereign, SV16).
2.2: (Struck on the day issues) Year, Effigy, Poof FDC/BU/Bullion, Designer, Name of Issue.
(e.g. 22 July 2015, QE2 5th Portrait, [insert actual mintage figures], Reverse Benedetto Pistrucci/ Obverse Jody Clark, Royal Birthday Celebration Sovereign, SOV15RBA).
2.3 (Any other special issues) as per the same format as 2.1 and 2.2 above.
3. I am only interested in the Gold Sovereigns on their own, eg I do not require details of the Sovereign sets, Half Sovereigns, Quarter Sovereigns etc.

Silver Britannia
4. Please provide a full list of mintage figures for all issues of the Full 1oz Silver Britannia coin since they were first issued. ( in 1997?).
5: Please provide these in the following breakdowns:
5.1: (Standard issues) Year, Effigy, Poof FDC/BU/Bullion, Designer, Alloy Quality, Name of Issue & Royal Mint issue code.
(e.g. 2016, QE2 5th Portrait, [insert actual mintage figures], Reverse Suzie Zamit/ Obverse Jody Clark, 0.999Ag, 2016 1oz Britannia, BR16SO).
5.2 (Any other special issues) as per the same format as 5.1 above.
6. I am only interested in the 1oz Silver Britannia on their own. eg I do not require details of the 5oz, 1/40oz, sets, gold Britannia, etc

If there are problems with cost limits on finding this information please focus first on Queen Elizabeth Gold Sovereign issues, then the Silver Britannia and then any previous Gold Sovereign issues.

In accordance with S.11 of the FOIA I require all documents to either be in .doc or .pdf format.

I am fully aware of my rights under S.50 of the FOIA.

Much of the information that you are requesting is already publically available, although it is spread over several different sources. The most comprehensive guide is probably Spinks' annual publication, Coins of England and the United Kingdom: Standard Catalogue of British Coins which is readily available to purchase online. In addition to this, the Royal Mint’s website is a good source of information for issue data from 2003 onwards and work is currently underway to extend this back to the early 1980s.

The attached documents will also be useful regarding mintage information, detailing the number of sovereigns struck and the number of bullion silver Britannia pieces since the coins introduction in 1997. We are currently working on compiling information regarding the number of proof Britannia coins issued into one document for future publication on the Royal Mint’s website. This is, however, currently available in the Spink catalogue and online at the Royal Mint’s website for the year 2003 onwards.

As you are fully aware and in accordance with the act you should have responded within the prescribed period which you have failed to do.

You have failed to provide me with the details as requested in the format requested. You have also completely disregarded silver Britania PROOF figures instead providing me with bullion figures!

If you hold the information you have a duty under the act to either provide me with the information in the format requested, provide an exemption or confirm you do not hold the information.

If you have provided the information to a third party (which I assume was on a commercial basis but that would be another FOI) then you would hold the information requested and must either provide it or provide a qualified exemption (in accordance with the act) as to why you do not have to provide it. As you have failed to provide an exemption in your first response you cannot now subsequently rely on an exemption.

It is wholly unacceptable to point me to a paid for publication because it makes your life easier.

I should not have to tell you how the act works considering that you are, or claim to be, a Financal Controller.

I look forward to receiving the information requested in full AND in the format requested in accordance with the act. I also must remind you, clearly because you don't know how the act works, that in accordance with the ICO good practice guide no 5 internal reviews should be carried out and completed within 20 working days.

Thank you for your e-mail below. I am sorry that you are clearly frustrated with the response provided.

We believe that our response fulfilled our obligations under the act by directing you to where the information requested could be easily obtained from publically available information (as set out as an absolute exemption under section 21 of the act which we were referring to, albeit omitted to mention specifically https://ico.org.uk/media/for-organisatio... ). Spinks' publication is available at low cost from booksellers (including Amazon.co.uk) and should also be available at no cost from your local library (a quick search in our local area revealed a number of copies available).

Nevertheless we will be carrying out an internal review as requested below. We will aim to provide you with the findings of this review within the 20 days which is a best practice guidance of the act. You can therefore expect to receive the results of our review by the 21st September.
