I refer to your request for a review of the Council's decision to refuse
your recent request for information.  Your request was:   'Please provide
copies of all emails between staff designated as Gold and/or Silver as
part of the Council's operation Cabinet and the Council's contractors
(Constant & Co) between 16 September 2011 and 16 November 2011.'

The Council refused this request under ' Regulation 12(4)(b) – Manifestly
Unreasonable'  Environmental Information Regulations.

I can confirm that I agree with the initial decision to refuse this
request.  . There is no doubt to the Council that your request in this
instance is clearly vexatious in that it can otherwise fairly be
characterised as obsessive and has the effect of causing disruption and
annoyance.

Please feel free to contact the Information Commissioners Office if you
wish to further appeal this decision.

Dear Basildon District Council,

Many thanks for your reply.

It is my intention to request investigation by the ICO as gold and silver:

(a) engaged in development without planning permission;
(b) failed to administer contracts competently and changed the same for their own purposes;
(c) identified that they were not going to act according to steps (a) and (b) to decision makers and the electorate.

I can well imagine that Gold and Silver are annoyed that the issues are being pursued.. as would others that supported Gold and Silver.
