Our reference: F15/7830/LG

Dear Dr Jooste

Thank you for your email dated 16 December 2015, in which you request
information about GMC employees with links to The Kings Fund.

I should begin by explaining that that we publish a register of interests
on our website, link below, which contains the declared interests of
Council Members, Co-opted Members, External Chairs, our Chief Executive,
Chief Operating Officer/Deputy Chief Executive, Directors and Senior
Medical Advisor/Responsible officer:

[1]http://www.gmc-uk.org/about/council/regi...

I note your request however asks for information about any employee with
any links to the Kings Fund, to establish if we hold this information for
employees not mentioned above , we would have to manually check their HR
record. We currently have 1123 employees.

Under the FOIA there’s an exemption for requests where it would cost the
public authority more than £450 to process - equivalent to two and half
day’s work.

We have calculated it would take around 15 minutes to check through each
employee’s record case to establish if any contain any information about
links to The Kings Fund, 280 hours in total. Based on an hourly rate of
£25 per hour (which is set by the Freedom of Information (Fees and
Appropriate Limit) Regulations 2004) this would cost us £7000. Your
request would therefore cost us in excess of the ‘appropriate limit’ to
process.

The exemption

Under the FOIA, the specific exemption which we believe applies is at
section 12. This states that we are not required comply with a request if
we estimate that the cost of doing so would exceed the appropriate limit.

I'm sorry I can’t provide the information you request. You can appeal
against this decision to Julian Graves, Information Access Manager.  If
you want to appeal, please set out your reasons and email
[2][email address]

You can also appeal to the Information Commissioner, the regulator of the
FOIA– we can provide more details about this if you need them.

Kind regards

Louise
