Dear General Medical Council,

GMC's programme manager, Helen Arrowsmith, has confirmed that all GMC operations are funded by fees paid by your registrants, currently only doctors. That money covers all GMC functions, including registering new professionals.

The registration of Physician Associates by GMC must be a costly exercise, including not only their registration, but considerable quality assurance work on education and training (currently unregulated), much-needed advice on professional standards and ethical behaviours, and investigations into multiple fitness to practice and legality concerns.

Is it the case that the fees paid by doctors will cover all of this additional work?

If so, I refer you to your website (https://www.gmc-uk.org/registration-and-...) which sets out the permitted use of the doctors' fees. There is no mention of PAs or AAs. By what right do you therefore abrogate your responsibilities and divert funding from its proper use?

If not, what is the source of funding?

Thank you for your email dated 21 July 2024 which I have considered under
the Freedom of Information Act 2000 (FOIA).

 

The GMC agreed to take on the regulation of PAs and AAs on the condition
that no additional costs would fall on doctor registrants.

 

We invoice the Department of Health and Social Care (DHSC) for all costs
arising from our work on PAs and AAs and will continue to do so until
these are covered by PA and AA registration fees. You can see these
figures under the heading ‘restricted funds’ in our published annual
accounts for [1]2020, [2]2021 and [3]2022.  For a breakdown of our sources
of income, please refer to our [4]annual report and accounts.

 

Who to contact

 

If you would like to appeal my response, please set out your reasons in

consider appeals received within 40 working days of our response. You can
