I refer to your email requesting an internal review of a freedom of
information request that you submitted in relation to traffic calming
measures by Craig Yr Hesg Primary School, Glyncoch.

As the Director of Legal and Democratic Services it falls to me to
consider such appeals.

Firstly, at the outset, I would like to apologise for the delay in the
requested information reaching you. It is always the Authority's intention
to comply with the statutory timescales laid down in the Freedom of
Information Act and provide the Authority's response within the 20 day
working day period.

I have now discussed the matter with relevant officers and I therefore set
out below the information that you have been waiting for:

Q. Why is there traffic calming measures / speed management system in
Glyncoch by Craig Yr Hesg Primary School?

A. Provided in 2005/06 as part of an environmental improvement scheme
within the estate.

Q. What was the process in imposing traffic calming measures / speed
management system in Glyncoch by Craig Yr Hesg Primary School?

A. The Authority follows procedures in accordance with the Highways Act
1980, Highways (Road Humps) Regulations 1999 and Highways (Traffic
Calming) Regulations 1999 and Road Traffic Regulation Act 1984.

Q. What research and sampling information has been carried out before
traffic calming was put in place in Glyncoch by Craig Yr Hesg Primary
School? (Do you have any statistics?)

A. Information no longer held.

Q. What was the community feedback in Glyncoch on traffic calming measures
/ speed management system being imposed and how was the information
gathered? (E.g. surveys etc.)

A. Public consultation was undertaken at the time. Records only reveal
that 24 residents responded.

Q. What was the cost of the traffic calming measures / speed management
system in Glyncoch by Craig Yr Hesg Primary School?

A. Information no longer held.

Q. What type of traffic calming measures / speed management system are
imposed in Glyncoch by Craig Yr Hesg Primary School?

A. 20mph zone and Vertical traffic calming features (humps)

Q. What was the catalyst in implementing traffic calming measures / speed
management system in Glyncoch by Craig Yr Hesg Primary School?

A. Road safety concerns raised by the community to former Community
Housing Division. The scheme was then developed as part of a wider
Environmental Improvement Scheme undertaken within the community.

Q. Has traffic calming / speed management system in Glyncoch by Craig Yr
Hesg Primary School l worked / or have carried out the job that they were
imposed for? Do you have any information / or statistics to back up your
answer.

A. No ongoing concerns in respect to road safety. Records are no longer
held in respect of pre and post scheme traffic data.

Q. Please can all answers be as detailed as possible because they are
required to support my University dissertation. If there is any other
information held on this topic, I would appreciate if this can be sent to
me.

A. Unfortunately given that this scheme was originally implemented
approximately 11 years ago, very little information is held by the
Authority.
