to the minutes / account records of Gleadless Tara.

Unfortunately we are unable to upload the scanned documents to the 'What
Do They Know' website as the document sizes are considerably above 50Mb.

If you wish to provide us with your postal address we are more than
willing to send you paper copies in the post. You can send your address
to us directly at [email address] or alternatively you
can phone on 0114 2930000 and ask to speak to the Communications Team.

Thank you for your reply. may i suggest that you put the documents into smaller sizes of information and download them in separate documents of a smaller size.
Do you mean mb or gb as 50mb is not actually in these modern times that large.

Unfortunately we are unable to reduce the size of the 35 documents
further due to them being hand written documents which need a high
resolution scan.

50mb is the size which is quoted from the What Do They Know website.

We have made the information available to you, if you want to access the
information you can do so via copies being posted out to yourself (if
this is the case please supply postal address) or you can contact us and
come to view the documents from one of our offices.

Dear HomesComms,
In order to be helpful i sought some expert IT advice.I am sure you will be glad to know that there is no need for high resolution scanning upon black and white documents. All that is required is that the documents are legible.
These can be collated as a pdf document, or compressed to create a small document.In this format this should take approximately 10mb only.
I would further suggest that once this is in digital format, in the interest of openness and transparency it would be cost effective to keep the information in this format. It will be easier for staff and the public to access, which also creates greater efficiency.

Dear HomesComms,

I have requested an internal review of the handling and response to my FOI reques re the Gleadless Tara. I would like confirmation that you are conducting an internal review.I believe this is different to the Sheffield Homes complaint procedure and again request this financial information in the requested digital format.
I have no desire to have more time wasted by pursuing yet another procedure which has nothing to do with a FOI request.

Dear Mr Donn,

Thank you for your email of 26 March with reference to your recent FOI
request. I am sorry that you are not satisfied with our responses to date.
We do not have a formal internal review system which is why we informed
you of the next steps in our FOI process in our previous response. We are
not required by the ICO to have a formal internal review system, but I
have investigated the handling of your request throughly today and I am
satisfied that we have done everything we can to assist with your request.

We have explained that the information does not exist in the electronic
format that you require for the What Do They Know website and that we are
unable to create a digital format that is small enough for upload to the
website yet still remains legible.

As an alternative we have offered to send you the minutes in hard copy,
which you can then scan yourself. However I understand that you do not
wish to disclose your postal address to us. As this does not assist us
with trying to help you, I can offer you three final options:

* I can arrange for the minutes to be made available for you to collect
at any of our public housing offices, in hard format. Please let me
know which office would be most convenient for you and I will let you
know when they are ready for collection.
* I suggest that you contact Gleadless TARA directly for the minutes and
ask them to produce electronic copies for you. Each TARA is
responsible for its own minute-taking, record keeping, formats and
publication, so perhaps they may be able to help.
* If you have a specific issue with regards to the Gleadless TARA or
TARA minutes in general, perhaps I can set up a meeting for you with
Sheffield Homes staff to find out more about your concerns and how we
can help you.

I hope one of these options will assist.

Dear Elphee Catherine,

You have refused to provide the information in the format i have requested, citing a non-legitimate reason for refusing to provide me with the information I asked for which is the last three years accounts and minutes of the Gleadless TARA.

I have been on the ICO web site and your delaying tactics do actually mean that you have broken the law.
If you are refusing to give me the information in the format i have requested which is totally reasonable and possible , you must issue a refusal notice, stating which clause of the law applies to the refusal.
I don't believe you have any intention of obeying the law.

You have been asked to review your response.
The law says you must undertake a review, not enter into a process that has no relevance.So i cannot understand how you appear to be the only council without such a process. May i suggest you implement this immediately to save the Sheffield tax payer unnecessary expense. I cannot understand why you are not being transparent concerning this matter.

You are owned by the council, which is a public body.
You are bound by the law, whether a limited company or not, as you are completely reliant on public funds.
You broke the law again. It is against the law to not provide this in the requested format which will be beneficial to efficiency, especially for the accountant/auditor who is meant to annually check all accounts. I believe all Tara accounts must undergo such procedures.

It has been explained to you that the information can easily be scanned and sent. Your excuses for not doing so are simply not true. You simply place the books on a scanner and load the copy into a computer and send these documents as requested.

By now you should have provided the information.
But for your excuses, which have been disposed of, if you had done as asked, I would have received the documents by 18th Feb. I feel i have been flexible with you and find such excuses from a public body which has access to far superior equipment than the majority of your clients very poor.

I think you are deliberately avoiding providing them. It is now making me wonder why?
Please, no more excuses, just provide the sheets in electronic format. If i can do this at home then so can you. This is not difficult, why don't you ask the Tara to send you the information this way,then you can send these electronic documents to me. I would be grateful for no more prevarication as it is very unnecessary and causing me to wonder why you are finding such a problem in replying to a simple and easy request.

Dear Elphee Catherine,

I assume that other members of staff are dealing with e-mail requests so could one of your colleagues please e mail me back about what you are doing with regard to my internal review.
You are 40 days over any deadline and i find your responses highly unsatisfactory and far from the behaviour i would expect of a publicly funded body.
By law you should have responded to my request by now.
I note your excuses to others about not providing their requested information and am left wondering why you seem unable to provide the public with information with regard to financial expenditure and other matters.
